Matija Mitrović, the son of the current Minister of Ecology, Spatial Planning and Urbanism, Ratko Mitrović, again submitted to the Budva Secretariat for Urbanism a request for the legalization of a wildly built two-story house in the Komoševina settlement at the foot of the Spas hill, which his father built without a permit, and he added on.
With the latest request, which "Vijesti" had access to, the younger Mitrović practically admitted that the house was illegally extended in the past two years, that is, it is four times larger than the one whose legalization was originally reported three years ago.
In the request submitted by Matija Mitrović on July 17, 2018, it was stated, as "Vijesti" had previously published, that the house built in 2004 should be legalized and that the total gross area is 195 square meters, i.e. 160 square meters net.
The request stated that the house has a basement and a ground floor.
Three years later - in the request from June 22 of this year, it is written that the house has a basement, ground floor and two floors and that the total net area is as much as 622 square meters.
It is stated that the house is occupied and that real estate tax is being paid.
On January 15 of this year, the Secretariat for Urban Planning and Sustainable Development of the Municipality of Budva rejected Matija Mitrović's first request for the legalization of the house in Komoševina, as irregular.
"The request of Matija Mitrović from Budva for the legalization of an illegal building is rejected, as untidy", says the decision of the Secretariat from January 15 this year, which was signed by the Secretary for Urban Planning Stevo Davidović.
Mlađi Mitrović, as explained in the explanation of the decision, was invited on April 20 last year to eliminate the deficiencies that were identified, in order to act on the submission. He was given a deadline of 30 days, but, as stated, he did not do so, which is why the request for legalization was rejected.
In December 2017, Ratko Mitrović and his wife donated two plots of land with a total area of 552 square meters to their son Matija, which was officially registered on January 30, 2018.
However, even today, the existence of buildings on those plots is not recorded in the cadastral records, although a multi-story house is clearly visible on the geoportal.
The fact that the minister was building a house illegally became known to the public in May, when in the show "Nachisto" he clumsily tried to attribute the wild construction to his son.
Mitrović then said on "Vijesti" Television that his son is the owner of an illegal facility in Budva.
"It is not true, I am not the owner of that building," answered Mitrović.
When asked if one of his family members is the owner of an illegally built building in the Komoševina settlement, he answered: "He is not from my family... The owner is his son, who is a separate household, lives in Budva. He is a resident of Budva".
However, after "Vijesti" announced that the Mitrovićs were the owners of the house until the beginning of 2018, and that a request for its legalization was then submitted, the minister spoke out again.
"I have never hidden that, for about 30 years now, I have been building a house little by little in the countryside, in the hinterland of Budva. I started it after my return from America. All my friends know that. They supported me in this and often remarked to me that it was too high above the sea. In the end, I handed it over to my son, unfinished, so that he could continue the work and let it belong to him. The wording that the house is not my family's but my son's is really awkwardly worded. From the sentence itself, well-intentioned people could still conclude that the house belongs to my family, but that I gave it to my only son, which is normal. I hope that he will have more time and funds to complete it and maybe tomorrow it will become a source of additional income from publishing," said Mitrović in a post on Facebook.

He then stated that he started construction in the village above Budva when that area was not "covered" by the plan.
"My son, as soon as the opportunity arose, submitted the documents for legalization," the minister wrote.
Prime Minister Zdravko Krivokapić refused to dismiss the minister, stating that Mitrović remains at the head of the government department despite his public appearance and the illegal facility he attributed to his son.
"Professor Mitrović's hearing is very bad, that's one very limiting feature, the second is probably he was too confused, because he made several very specific statements that somehow minimize the rating of the Government, because this Government is made up of prominent experts and his guest appearance with respected Petar Komnenić in the show 'Nachisto' somehow created the image that this government is not an expert. I guarantee you that it is and that we will prove it in the next period of time," Krivokapić told reporters.
When asked whether he thinks it is moral that someone who is supposed to fight against illegal construction owns a building built in such a way and should be at the head of the ministry, Krivokapić said that he cannot "treat one building separately compared to others." , because it is about one minister", as well as that there are hundreds of thousands of illegally built buildings in Montenegro.
Requirements from 2015...
That the minister planned to build is also indicated by the fact that on September 15, 2015, he submitted a request to the then Secretariat for Spatial Planning and Sustainable Development of the Municipality of Budva for the issuance of urban planning and technical conditions for a plot of 270 square meters.
Urbanistic and technical conditions are actually the first paper necessary in the process of obtaining a building permit.
The plot then belonged to him and Biljana Mitrović.
At the time when it was taken to the minister, the plot was included in the planning of the local study of the location of Komoševina I.
"Subsequent geodetic surveying of the terrain found that the designer and auditors made technical and professional mistakes when creating LSL Komoševina and that our individual residential building, which is more than 20 years old (it was built in a period when this area was not urbanized) in this according to the urban plan, rotated, moved and shown with the wrong dimensions", stated Mitrović in 2015 in the request for the issuance of urban-technical conditions.
On October 20, 2015, the secretariat issued urban-technical conditions to Mitrović.
According to the decision, which "Vijesti" had access to, it is possible to build a house with a ground floor and two floors on a plot of 537 square meters, totaling 322 square meters of gross construction area.
Luxury apartments and villas
The illegal house was built in the Komoševina settlement, a few hundred meters as the crow flies from Budva's Old Town.
It is a settlement at the foot of the Spas hill, where the greatest construction activity is currently taking place - luxury apartments and villas have been built.

Criminal report of MANS
On May 20, MANS submitted a criminal complaint to the Basic State Prosecutor's Office in Kotor
against Ratko Mitrović and his son Matija Mitrović, due to the suspicion that they committed the criminal offense of building a building without registration and construction documentation.
"The data obtained by MANS show that the family of Minister Mitrović carried out work on the building in Budva in the period after 2008, which entails criminal responsibility in accordance with the amendments to the Criminal Code of Montenegro, which define illegal construction as a special crime. The information we obtained also shows that the Mitrovićs continued work on the building even after submitting a request for legalization," their announcement states.
They explained that in December 2017, Mitrović and his wife gifted their son Matija Mitrović two plots of land in the Budva settlement of Komoševina, with a total area of about 550 m2, and that the estimated value of the plots without compensation was 15.000 euros, but that, although if at that moment a building was built on the donated plots, it is not mentioned in the Gift Agreement.
"Already the following year, Matija Mitrović submitted a request to the Budva secretariat for the legalization of the mentioned building, stating that it is a completely finished and occupied building, with a basement + ground floor and a total gross area of 195 m2. As is already known, the Budva secretariat for urban planning invited Mitrović to remove the irregularities in the request, and after the corrections were not made, the request was officially rejected in January of this year. Nevertheless, a comparison of the situation on the ground from 2018 and today shows that the Mitrović family continued with the work on the building, without waiting for an answer about the outcome of the legalization procedure. They also stated that the data from the field show that another building of solid construction, with an area of almost 50 m2, was built on the plots of Mitrović after the house, which was not registered for legalization", said the non-governmental organization.
