Internationally renowned foreign forensic medical experts prepared reports on the injuries of Jovan Grujičić and Marko Boljević, who reported police torture in May last year in the investigation of the so-called cases of "bomb attacks" on the Grand bar and the house of inspector Duško Golubović, and determined that the traces of torture in the form of "physical and psychological symptoms" that they observed during the examination of Grujičić and Boljević were "highly consistent" with their allegations that they were tortured by the police with blows, electric shocks, humiliation and intimidation.

"For Jovan Grujičić, foreign experts refuted the findings of domestic experts who claimed that the hematomas on Grujičić's body were caused before the day when he claimed that he was abused by the police, that is, it cannot be said with certainty that Grujičić was injured by an electric shocker." because there are no similar burns on other parts of the body". Foreign experts determined that "dating bruises by appearance (size and color) is inaccurate and forensically unreliable" and pointed out that medical literature and their experience indicate that "noticeable lesions cannot be expected every time when an electric shocker is used, especially if the skin is wet or the device is applied over clothing". In the conclusion of the report they stated: "based on the statement of Mr. Jovan Grujičić, the alleged symptoms, the findings of medical examinations and photographs that were taken shortly after the incident, and our physical findings about the pattern of lesions in the form of dots on the right side of the abdomen, we conclude that these dot lesions are highly consistent with the allegations that they are electric shocks. - with a shocker", it was announced from HRA.
Foreign experts, acting in accordance with the Istanbul Protocol, paid special attention to the psychological and psychiatric examination of traces of abuse.
"Thus, in the case of Grujičić, they concluded that he "suffers a large set of symptoms that are part of a large complex disorder of post-traumatic stress disorder", and in Boljević, "post-traumatic stress disorder was diagnosed and the psychological symptoms are highly consistent with torture and abuse". in contrast to such an approach, in the investigation carried out by the State Prosecutor's Office, Grujicic's psychological condition was examined only to assess whether criminal proceedings could be conducted against him, as well as whether the fact that he was denied therapy in preparation for the trial in the police left lasting consequences on his life and health, while Boljević's psychological condition has not been examined at all," the announcement states.
In relation to Marko Boljević, foreign experts, HRA adds, concluded:
"All the above-mentioned lesions in the photographs, then hematomas, scratches and minor scratches randomly distributed all over the body of Mr. Marko Boljević, including the neck, chest, arms, and legs, and the still present pain and suffering of the face are highly consistent with his statements that were kicked, punched, and beaten with baseball bats during his detention on May 25, 2020. The existence of three pairs of marks documented on the right hip is highly consistent with allegations of multiple use of stun guns during his detention on May 25, 2020. Taking taking into account the diagnosed post-traumatic stress disorder, psychological symptoms and signs of physical trauma (randomly distributed bruises and ecchymoses all over the body and three pairs of marks on the right hip), we can conclude that our findings are highly consistent with the alleged torture and ill-treatment during his arrest 25 . May 2020."".
The multiple use of electric stun guns, beatings and psychological abuse to which both Grujičić and Boljević were exposed, as well as Benjamin Mugoša, the third person who was initially suspected of having participated in the planting of explosives, according to the HRA statement, indicate that it was about the execution of the criminal offense of torture, by officials, which is punishable by a prison sentence of one to 8 years, i.e. a qualified form of the criminal offense of extortion of testimony accompanied by serious violence, which is punishable by a prison sentence of two to ten years, so Action for human rights expects that the competent state prosecutor's office adequately qualifies these acts.
