Although, as planned, Kolašin will host the Intermunicipal Youth Sports Games (MOSI) next year, the construction of the missing sports infrastructure for that event has not yet begun.
Sports fields for MOSI are planned at the location next to the promenade on Tara, within the DUP "Sports Zone".
They are planned to be built at the location where the material from the Klisura tunnel, which is an integral part of the Kolašin-Berane regional road, is currently being deposited.
The delay in the construction of sports infrastructure for MOSI has been a stumbling block in the Kolašin ruling coalition for months.
The President of the Municipal Assembly (SO) Milan Đukić from the Group of Voters (GB) is dissatisfied with the dynamics of this, but also of other tasks in the field of spatial planning, communal activities and traffic. He recently conditioned the survival of the coalition by taking responsibility and changing the situation in those areas.
He suspected the coalition partners from the Democratic Party of Socialists of obstructing the MOSI preparation project.
According to what the Secretary for Spatial Planning Ljiljana Rakočević said recently at the meeting of the Council of Ministers, it was not possible to conclude when the construction of the sports infrastructure could begin.
However, she claims that the Secretariat, headed by her, did everything to speed up the implementation of that project.
Rakočević rejected accusations that she is obstructing the construction of sports infrastructure. She also reminded that the DUP "Sports Zone", as "an assumption that anything can be built at that location", was adopted during her mandate.
She says that the conceptual solution was made, but that it was necessary to wait for the material dump from the tunnel to reach the planned height.
"That landfill has a project, it has a certain height... The level of the landfill depends solely on the dynamics of the work in the "Klisura" tunnel, the completion of which was planned for last year. Geodetic and geotechnical foundations can only be recorded when the landfill reaches the designed height. We cannot plan objects in the air," said Rakočević.
According to the secretary, in an effort to speed up the start of work on the sports infrastructure, with the tunnel contractor, "a solution was reached that the current level of the landfill is sufficiently tamped."
Rakočević announces that geodetic foundations will be made, although there is a difference in the current and projected height of the embankment.
"In the meantime, geotechnical foundations were made. It is only now that the conditions are being created to create project-technical documentation. We have done everything to start the implementation of the sports infrastructure construction project for the needs of MOSI as soon as possible", she claims.
In the budget of the Municipality of Kolašin for this year, 200.000 euros are planned for the construction of those sports fields, and the work is scheduled for the period from the second to the fourth quarter. The space planning program also provides money for the development of conceptual design and technical documentation for that project.
It is obvious that this year there will be no support from the state coffers for Kolašin sports infrastructure.
The amendment of the representatives of the Social Democratic Party (SDP), which proposed to allocate 400.000 euros from the budget for that purpose, did not receive the required number of votes in the Parliament of Montenegro.
"Although the current sports facilities are not sufficient to maintain MOSI, the local government in Kolašin has done very little so far, almost nothing in terms of construction. Work was carried out on the preparation of technical documentation in order to prepare the infrastructure that is necessary for holding the event, and which is also needed for local sports clubs and the development of sports tourism. The conceptual solution has been prepared, and the main project and its revision are nearing the end, and funds in the amount of 200.000 euros have been allocated", SDP MPs explained.
They recalled how the state helped the municipalities that hosted MOSI until now.
