There is still half a year left until the expiration of the current Strategic Development Plan of the Municipality of Kolašin, and among the unrealized projects is the one related to the construction of facilities for the access and movement of persons with reduced mobility.
A large number of institutions, despite numerous plans and promises, as well as legal obligations, are still inaccessible to people with disabilities. A special problem is that a certain number of institutions and state institutions are located in old buildings. As the Municipality explains, there is no possibility to build access ramps on some of these buildings.
However, as independent advisor for vulnerable groups Katarina Puletić says, the local administration is trying to improve this situation and find a way to fulfill its legal obligations. According to her, "very few buildings in Kolašin are accessible to people with disabilities". If there is a ramp in front of one of the entrances, she explains, "it is generally not built according to regulations and standards".
As Puletić announces, the Native Museum and the Cultural Center should soon get access ramps.
"It can be said that in Kolašin, everything is accessible to people with disabilities, but it is not affordable. The Municipality of Kolašin, through the Secretariat for Spatial Planning, Communal Affairs and Traffic, planned the construction of ramps at the entrance of the Museum and the Cultural Center. Access ramps have been prepared, only the implementation of that plan has been suspended due to street reconstruction. After the reconstruction of Vojvode Mine Street, that work will also be completed," Puletić told "Vijesti".
According to her, the Secretariat for social activities, general administration and personnel issues, in coordination with the working group, is in the phase of harmonizing the draft social and child protection plan. That document, Puletić expects, will be adopted by the end of this year at the latest.
"Among other things, the Plan will deal with issues of easier access for people with disabilities to public buildings. Also, the Municipality of Kolašin, through its representative for vulnerable groups, actively participates in the adoption of the national strategy for the protection of persons with disabilities from discrimination and the promotion of equality. Through the action plan, there will be certain activities for the purpose of overcoming current problems in that domain", promises the independent advisor for vulnerable groups.
The strategic plan for the development of the municipality of Kolašin by the next year envisaged numerous activities related to the social inclusion of persons with reduced mobility and persons with disabilities. Among other things, the creation of a database of existing facilities in public use in terms of accessibility. Also, their adaptation to the needs of those with reduced mobility.
