The municipalities of Žabljak, Šavnik, Mojkovac, Kolašin and Petnjica ignored several letters from the Ministry of Agriculture, Forestry and Water Management and did not return the vehicles that were temporarily assigned to them in 2019. Aleksandar Stijović's department sent an emergency message to the Ministry of Internal Affairs and asked them to act within their jurisdiction, stating that municipalities have no legal basis to detain vehicles.
By the Government's conclusion from September 2019, for the needs of the Agroinfo centers, the municipalities of Žabljak, Šavnik, Pljevlja, Mojkovac and Petnjica were given the use of one Dacia Duster vehicle each. In April, amendments were made to the earlier conclusion and it was decided to return the temporarily ceded vehicles to the Department of Agriculture, Forestry and Water Management.
"Most of the municipalities (except the Municipality of Pljevlja, which returned the given vehicle) turned a deaf ear to the letters and requests by which this Ministry requested the return of the mentioned vehicles, with the explanation that during the use of the vehicle, they serviced and registered the vehicle and thereby acquired the right of ownership over it, and based on that, they re-registered the vehicles to the municipalities", states the urgency of the department headed by Stijović and adds that the municipalities "have no legal basis to keep the transferred vehicles, taking into account the fact that the Agroinfo centers for whose needs the vehicles and was assigned for temporary use, they stop working".
From that Ministry, they demanded the return of two Fiat Grande Punto vehicles and one Chevrolet Aveo car, which were given to the municipalities of Mojkovac, Šavnik and Kolašin by the same conclusion.
From that department, they asked the Ministry of the Interior to cancel the decisions or some other legal act by which the vehicles were re-registered.
