Several directors of clinics in the Clinical Center of Montenegro (KCCG) do not have a legal basis to be in that position, after the decisions by which they were appointed acting for a period of six months have expired.
"Vijesti" sources confirmed that at least five directors did not sign new employment contracts, so they are now, allegedly, illegally in the positions of clinic managers.
Even after ten days, KCCG "Vijesti" did not answer whether the acting directors signed new employment contracts, whose six-month mandate expired in June of this year, whether it was extended and, if not, what is their legal status on clinics.
The Labor Inspectorate was allegedly informed about this case, but the Directorate for Inspection Affairs did not answer whether they were notified that the acting mandates of certain directors in KCCG have expired and that they are still in those positions, but without new decisions, i.e. illegally. It was not answered whether the surveillance was carried out and what was determined.
According to "Vijesti" information, Vladimir Vučeljić, who heads the Surgical Clinic, allegedly covers the function of acting director contrary to regulations, while Đorđije Krnjević, who heads the Internal Clinic, and Slavica Đurović, who performs the function of acting director of the Otorhinolaryngology Clinic, are in the same situation. The six-month contract has reportedly also expired for the acting director of the Clinic for Dermatovenerology Mirjana Bakić, the acting director of the Center for Physical Medicine and Rehabilitation Sonja Nejkov, the acting director of the Clinic for Neurology Slaviša Peruničić...
According to the KCCG Statute, directors of clinics or organizational units are appointed and dismissed by the director of that institution, in this case Ljiljana Radulović, who are responsible for her work.
Their obligation is to organize and manage the work of units, implement plans and programs of work and development of organizational units, be responsible for professional work, utilization of capacities, personnel and equipment, manage the professional collegium, take care of work discipline and perform other tasks of importance for the functioning of clinics. ..
After coming to office, Radulović dismissed several directors of KCCG clinics and said that it was not about revenge, and that she would "replace herself" when she too "doesn't work properly".
In February of this year, she pointed out that changes will take place until the largest health institution in the country functions as necessary, in order to provide the best health care to patients.
"In that sense, when I see that I can't work properly either, I will fire myself," she told Radio and Television of Montenegro at the time.
During the dismissal of certain managers, Radulović announced that they needed fresh energy.
In a recent statement to "Vijesti", she said that "no one is born in an armchair".
"The message that has long been known to the developed world is now, fortunately, pronounced and read aloud in our Montenegro. Facing that fact is "scandalous" only for those who cannot regret being former and that in just the first six months, despite restrictions that did not exist last year, it has been shown and proved that KC works better and more without them. New appointments, dismissals or resignations are, in the orderly systems towards which we are moving, a logical sequence based exclusively on professional achievements, self-assessment of personal capabilities and evaluation of the quality of work by the authorities. There were some in the Clinical Center, there will be more. The changes do not mean the suspension of the work process, but its improvement", concluded Radulović.
