Kusovac, Kankaraš and company under the scrutiny of Katnić

The Special State Prosecutor's Office (STP) continues to investigate several cases of possible illegalities and abuses in the actions of the former DPS-SD-HGI management of the Municipality of Tivat, and several special prosecutors have been engaged in these tasks.

This was confirmed to "Vijesti" by the SDT spokeswoman, the special state prosecutor Sanja Jovićević.

"Regarding your questions, I would like to inform you that the cases that were established in this prosecutor's office in order to verify possible irregularities in the work of the Municipality of Tivat from the previous period are in the investigation phase and the collection of data, information and documentation is in progress, in order to assess the existence of a criminal offense for which the prosecution is undertaken ex officio, which is the responsibility of the Special State Prosecutor's Office", said Jovićević.

She and her colleagues did not go into more detailed answers to the questions that "Vijesti" sent to SDT in early August, requesting that the body headed by the chief special state prosecutor Milivoje Katnic announce what concrete action has been taken so far and whether and when indictments can be expected against the actors of several disputed cases from the business of the former management of the Municipality of Tivat, led by the former mayor Sinisa Kusovac (DPS).

By the way, SDT and its special police team have, until now, exempted documentation from the local administration of Tivat for several possible cases of illegal handling of property and funds of the local administration of Tivat, in which the Municipality suffered multi-million damages. It is about the case of "Atlas Bank, in which Kusovac, in order to help the financial liquidity of that bank of the fugitive businessman Duško Knežević at a time when he was on good terms with the head of the DPS Milo Đukanović, kept and then "forgot" about 1,9 million euros of Tivat Municipality money. The Municipality lost that money when Atlas Bank was declared bankrupt, although Kusovac previously claimed that the deposit was safe and that the Municipality would not run out of money.

The second case that the SDT is investigating relates to the affair with FC Arsenal, in which the actors are Kusovac and a Tivat businessman close to DPS. Rado Arsic who was at the head of the club when hundreds of thousands of euros of money from the guard fund beyond what was foreseen in the budget ended up in Arsenal and were suspiciously spent, and Arsić disposed of the club's property belonging to the Municipality and burdened it in various legal affairs, without the consent of the Municipality .

The SDT is also investigating whether the management of the Municipality of Tivat in 2020 spent about one million euros of money that the Government transferred to the Municipality from the state budget, with the obligation to use those funds to finance the construction of the MR 2 access road to the Luštica Bay complex in Krtoli. The construction of that road did not start during Kusovč's mandate because he spent that money on "financial equilibrium" with which he avoided the bankruptcy of the Municipality before the local elections last year. The new NP-BF-GB city administration, in order to fulfill its obligations towards Luštica Bay and start building the MR 2 interchange, had to borrow money from the banks later.

Under the scrutiny of Katnić and his prosecutors are the payment to the Ipsos public opinion research agency for the needs of DPS, by the Municipality of Tiva, and the role of Kusovac and the former municipal secretary for finance. Rajke Jovićević (DPS) stim in connection.

It is also being investigated how Kusovac and Jovićević potentially misused public funds for pre-election purposes last year, by paying bills for catering services provided during and after the promotion of the DPS in Tivat, from the funds of the Municipality's budget.

SDT recently, in addition to those cases, also took from the Municipality of Tivat documentation related to the "Građevinar" affair from 2010, i.e. the controversial private-public partnership of the Municipality with that company DPS of a businessman from Podgorica. Miloš Šuković, and from which the current residential and business complex on Magnolia Square in the center of Tivat was created and the office building of the local government in that city was created. The main actors of this controversial deal were Šuković and the then mayor of Tivat Dragan Kankaraš (DPS), but it also mentions the names of some other high-ranking DPS and SDP officials from Tivat, such as Krst Bošković, Jovanka Laličić, Petar Vujović... The municipality of Tivat invested the value of the land and utilities in the realization of that work, and "Građevinar" financed the works on the construction of the complex on Magnolia Square. Šuković said that this project in Tivat is the "crown of his career, after which he will retire", and his company built a low-quality mastodon concrete-glass complex in a super attractive location in the center of Tivat, completely out of sync with the Mediterranean environment, even conceptual solution according to which it was supposed to be built, "breaking through" the maximum number of floors provided for the buildings, but also not respecting the agreement with the Municipality of Tivat.

Thus, the building of the City Hall, which according to the contract was supposed to have an area of ​​2,2 thousand square meters, "grew" to as many as 4.945 square meters, of which the Municipality of Tivat eventually received 4.200 square meters. Although "Građevinar" did not comply with the contract, but built much more than agreed and although the Municipality did not have its own supervision during the execution of the joint work, in 2010, upon the findings of the joint commission of the Municipality and the company from Podgorica, a mutual "settlement" was made. According to him, the Municipality was left without almost all other business and residential premises on Magnolia Square that it was supposed to receive under the original contract, and in addition to the already invested multi-million dollar value of land and utilities, it had to pay Šuković's company another 2.000.000 euros in cash. in the name of the purchase of pergolas on the square and "unforeseen, subsequent and surplus works". This was the result of the "Report on the delimitation of mutual obligations between the Municipality of Tivat and the company "Građevinar" from Podgorica arising from the Agreement on the joint construction of a residential and commercial complex at the location of Turkova poljana - Tivat", which was adopted by the local parliament in 2010. This report was prepared by a mixed commission consisting of the then vice-president of the municipality Krsto Bošković (SDP), advisers to the mayor of Kankaraš, Petar Vujović (DPS) and Jovanka Laličić (DPS), a law graduate Ivan Perisic, manager of the construction of the complex Goran Pešić and director and owner of "Građevinar" Miloš Šuković.
