President of the Board of Directors of JP "Center for Culture" Muharem Bećović he resigned from that position, only three and a half months after he was given the first chair of the umbrella cultural institution of the city as an official of the Democratic Party of Socialists (DPS).
His resignation, as "Vijesti" has learned, will be discussed by the Municipal Assembly at its session at the end of this week or at the beginning of next week.
Bećović, who performed this function on a voluntary basis, said that he informed the managers of the Municipality, DPS and that public company about his intention to resign, but that none of them contacted him or invited him to hear the reasons why he decided to take that step. In the end, revolted by the ignorant attitude, Bećović submitted his resignation in writing to the Municipality's archives on September 15. Bećović has held the position of president of the board of directors of that JP since June 2 of this year.
In the request - resignation, Bećović stated that he accepted the presidential position in the Board of the Center for Culture without money, hoping that it would be good and that the local government would make some positive decisions about that PE.
"It didn't happen. It didn't take me much time to see how the JP works and that the institution without which the city can't do, doesn't have the real support of the Municipality, which doesn't listen to the needs of lowly workers who have miserable and irregular incomes. Eight or nine salaries are owed to them, the same is the case with the old management board, and the new Board of Directors is also owed, not to mention contributions," said Bećović to "Vijesta".
As another reason for his resignation, he cited disagreement with the way in which the heads of JP plan budgets for the following year.
"These are large and unrealistic figures. Hundreds of thousands of euros are planned, and we as a JP can do business with 180.000 to 200.000 euros. 120 euros are needed for workers' salaries, and 60.000 to 80.000 for the organization of fashion events and other expenses," said Bećović.
In mid-August, he said in a written statement that he would not sign anything that leads to bad business policy of the JP.
"Budgets are just copied from the previous year and given for approval. I am looking for new ideas and projects that are not expensive and that will be coordinated by the leaders of the JP with experts from the Municipality. Only such a document, and with the consent of the other members of the Supervisory Board, would be worthy of my signature. I don't sign otherwise, fire me," wrote Bećović at the time.
As of August, according to data available to Bećović, debts to workers for eight months' wages amount to 120 euros, 11,6 to the old Management Board for the same period, and 4,3 euros to the new Management Board. Debts to workers for taxes and contributions amount to more than half a million euros, for electricity 92,4 thousand, and for water 67,6 thousand.
"Total debts are about one million euros. The table suggests that an agreement should be concluded with Elektoprivreda that the debt be paid in installments, and that Vodovod should write off the debt. I wonder what those responsible have been doing until now and why they waited", said Bećović.
Within the Center for Culture, which has a director and two assistants, there are also working units: the Museum with seven employees, the Library with six, the Cultural Center also has six employees, and the Community Service has two, making a total of 24 employees, one of whom has a contract. for a certain time.
It can't get better if the JP has five employees and seven members of the Management Board
Bećović assessed that he acted honorably, primarily because of the workers who are in an unenviable situation, and whom he could not help much from the position he covered.
"For the dramatic situation in JP, the workers are not to blame, but someone else. The Culture Center has six managers and seven members of the Board of Directors. I don't know what the law says in that part, but I saw that the JP can function comfortably without the Board of Directors under the supervision of the Municipality. And even before that, some other PE that has four or five employees and seven members of the Management Board", Bećović assessed.
In the three and a half months he was in the leading position, he cited a positive example when the Board of Directors made a unanimous decision and the head of the RJ Library, Ardita Rama, accepted that children up to the fourth grade of primary school, as well as other children in development, have the right to free enrollment and access to all books..
"It's a good thing and I thank my co-workers and manager for their cooperation and understanding. Also, I would single out the visit of the JP of the President of the Municipality, Aleksandar Dabović, which did not bear fruit as expected in terms of any improvement, but at least opened his eyes to see how we function as a whole", said Bećović.
To reduce the summer scene to seven days, Book Fair gathering
Bećović said that the Summer Stage, which takes place in the Old Town in August, has long needed a different organizational model.
"The model according to which the Summer Stage is held only in the Old Town and lasts about a month, is no longer acceptable to me because, among other things, the performances are less and less attended. The festival should be shortened to seven days, but apart from the first evening in the Old Town, it should also be organized in Štoj, Vladimir, Kruče, Valdanos, because that is also Ulcinj," said Bećović.
He also stated that JP unnecessarily allocates tens of thousands of euros for the book fair.
"And that traditional manifestation requires changes. We pay, and the fair is of a commercial nature, so books are sold and bought there. We can get by with much less money," Bećović said.
