The Ministry of Education, Science, Culture and Sports told "Vijesta" that they are working to quickly find a solution to the issue, all with the goal of not bringing teachers and students into any kind of disputed situation at the end of the first classification period.
Principals are responsible for convening sessions and managing the work of the teachers' council.
Last week, the educational inspection determined that "Miri Popović, the acting director of the school, the mandate expired on October 12, 2021, so it can be concluded that the institution is managed by a person without legitimacy and legal foundation".
"The session of the Teachers' Council on October 12 was held via e-mail, where, according to the statement of the acting director of the school with the expiration of the mandate, 44 members of the Council out of a total of 79 attended, which is the required majority.
The minutes of the session have not been prepared, so it cannot be determined whether the Council, in accordance with the Law and the School Statute, gave an opinion on the proposal for the annual work plan, whether the minutes of the previous session were adopted, whether there were statements and votes on the items on the agenda. and what conclusions were reached at the session, etc., it is stated in the minutes of the Educational Inspection, which reacted after the initiative of part of the school collective.
Educational inspector Vesko Joksimović he gave the school management seven days to eliminate the identified irregularities. That deadline is about to expire.
"Based on the previously established factual situation, it can be concluded that holding the session via e-mail is not good and functional and leaves doubt about the lack of a quorum for holding the session, that it is difficult to follow which item of the agenda is being discussed or expressed, and so on. The school board has not yet adopted the Annual Work Plan, although the legal deadline for adoption is October 1. The school, therefore, does not keep minutes of the sessions of the Teachers' Council in accordance with Article 114 of the General Law on Education, which constitutes a violation in accordance with Article 146 paragraph 1 point 10 of the cited law," the minutes state.
It is also added that, after reviewing the minutes of the meeting of the Teachers' Council on August 30, the educational inspector established that the method and procedure for electing two representatives of employees to the school board of the institution "was carried out contrary to the Law, the School Statute and the Rules of Procedure of the Teachers' Council, because the allegedly elected representatives of the employees did not receive the necessary majority of votes from the total number of members of the teaching council".
