For years, the tenants of the building in "Novaka Ramova" Street in Nikšić have been writing letters to the local administration because of the roof structure which is in the process of decay, the canopy which is constantly collapsing, the roof which is leaking and the facade from which the plaster is falling off.
"Vijesti" has been writing about this problem for the same amount of time.
In vain - until now there was "no voice, no word" from the authorities, and the pieces of concrete continued to fall.
Fortunately, no one was hurt.
In September, the tenants sent another appeal, this time to the new government.
Their appeal and text in "Vijesti" seems to finally bear fruit - the renovation of the facade and roof will be completed, as the competent secretariat said, by the end of the year.
"As part of the Secretariat, there is also the housing sector. At the intervention of 'Vijesti', we went to the site and verified the condition of the building. The Tenants' Assembly was formed, and the contractor made an offer that will include urgent work. It is about rehabilitation facade and roof, and that will be realized very quickly. In Nikšić, the facades are in the worst condition, and this building is a priority," Đorđije Manojlović, acting secretary of the Secretariat for Spatial Planning and Environmental Protection, told "Vijesta".
The building was built almost seven decades ago, has ten residential units, and the first tenants moved in in 1953 and 1954.
Only a few tenants currently live in it, while the other apartments are either abandoned or rented out.
The tenants are not financially able to solve the problem with the dilapidated building properly, and this is best explained by the fact that half of the roof is covered with aluminum, while the other half still has the salonit that was installed during the construction of the building.
One of the tenants, Radovan Tomić, was with Manojlović in front of the building.
"I think this is one of the oldest buildings in the city, and for a long time there were no investments. It's not only us tenants who notice the terrible state of the building, but also passers-by who stop, look in disbelief and wonder if it's possible that There is a building like this 50 meters from the city center," says Tomić.
He reminds that he and other tenants visited the authorities in the Municipality several times for several years, but that everything remained based on promises or without them.
"They also said that they had more priority tasks. Two months ago, a concrete slab broke off under the roof in the early morning hours, which is pure luck. There were no passers-by or residents in front of the building, and if there had been, the worst could have happened, and some of the accused if something had happened, we would have been the tenants," says Radovan as he points to the place where the slab broke off.
They are grateful, he says, to Manojlović for immediately visiting them, seeing the condition of the building of the former Railway Transport Company (ŽTP), and promising them help.
Both Tomić and Manojlović are aware of the fact that the facades of the buildings in the town under Trebjes are in a very bad condition and that it will take time and money to restore them to their former glory.
"It's not easy to do everything so quickly. It takes time, because for many years things have not been done in that direction the way it should have been done. That's why they have a long and difficult job ahead of them and cooperation with citizens and other services that affect the adaptation, repair and creating better conditions for the citizens of this city," says Tomić.
Manojlović points out that in addition to the mentioned building, three others require urgent intervention and all will be completed by the New Year.
"In 'Peta proleterska' we have a building where the irresponsible owner left the roof unfinished and endangered two or three apartments below, and it will be his obligation to finish it. We have a building in 'Džonsonova' and in 'Ivana Milutinovića' Street, and we will finish it as a matter of priority by New Year," he said.
Manojlović points out that the Municipality will allocate around 100.000 euros in the next year's budget for the renovation of facades and that the tenants, that is, the Tenants' Assembly, will be able to apply.
They can receive 25 percent of funds from the local administration, and the maximum amount per facade is 20 thousand euros.
There are 470 buildings in Nikšić, and in about 380 the Tenants' Assembly was formed.
In the spring, a program to deal with flat roofs
According to Manojlović, the development of a program related to solving flat roofs is in the stage.
"The municipality will offer investors to build apartments on flat roofs, and they in return will rehabilitate facades and flat roofs. Everyone would benefit from this - the municipality through utility bills, the tenants would get renovated buildings, and the investors would get apartments that they could sell." Manojlovic said.
According to him, the mapping of the city is underway, and for now there are about 20 buildings that could be included in that program.
He expects the flat roof program to begin with implementation in the spring.
