The Ministry of Education, Science, Culture and Sports annually receives about 5.000 cases concerning the recognition of foreign diplomas of higher education institutions, and the largest number comes from the surrounding area.
This is what Vesna Bratić's department answered to the parliamentary question of the Vice-President of the Parliament of Montenegro, Branka Bošnjak.
The Vice-President of the Assembly asked the MPNKS how many diplomas of higher education institutions (basic, master's, master's and doctoral studies) were certified in the last five years, and from which faculties or universities the most diplomas came.
MPKNS replied that the largest number of diplomas came from the Faculty of Business and Law of the University of MB (Belgrade), the Faculty of Management (Sremski Karlovci), Union University (Belgrade), the Department of Legal Sciences and the Department of Pedagogical and Psychological Sciences of the University of Novi Pazar, Visoka School of Service Business (Sokolac), Faculty of Teachers (Sremska Kamenica), College of Health and Sanitary "VISAN" (Belgrade), College of Professional Studies for Criminology and Security (Niš), International University Brčko...
These institutions have been considered controversial for years, because you can get a diploma in a short time.
"It is indicative, not to say very symptomatic, that little Montenegro certifies 5.000 higher education diplomas annually. Personally, this tells me that under very dubious circumstances, mostly in our environment, it is very easy to get diplomas, and even those for the title of Doctor of Science. Also, it's no secret that many people with dubious degrees hold important positions in the executive power, both at the state and local levels, and there are also at the head of some state-owned enterprises, and there is even a suspicion that there are such among my fellow MPs as well. , claims the Bosniak in a statement to "Vijesti".
She said that "this must not be allowed and that's why I am appealing, and I have the consent of the competent minister, to uncompromisingly and indiscriminately start checking who, how and in what way obtained the university, master's and doctorate degrees".
"It's easy to check, and we need the help of the Ministry of Internal Affairs and border control data to see how many people actually stayed outside of Montenegro during the alleged study period, and many other indicators need to be analyzed, because it is inadmissible to allow ignorance government and requires the hard work and effort of all those who regularly obtained their diplomas", Bošnjak points out.
In her opinion, the very list of higher education institutions from which the most diplomas for nostrification come is very symptomatic.
"...Because there are no state colleges and universities, but in the top ten there are various 'MBs', 'Unions', and some from Sokolac, Novi Pazar, Brčko and so on, which in itself speaks volumes...", Bošnjak assessed .
He also says that the common task is "not to allow this and not to make knowledge meaningless, because our mouths are full of the phrase 'knowledge society'".
"...Well, let it really be like that, and not let those with dubious diplomas create the future of Montenegro for us. Knowledge is the only thing that can lead us towards development and the goal of being a medium-developed European country, that's why we should value it and have zero tolerance for purchased diplomas. That's why I expect an urgent reaction from the competent authorities in the Government, to stop this carnage. I am here to give my contribution so that this is clarified to the end", concluded the vice-president of the parliament.
