The managers of residential buildings in Pljevlja, about fifty of them, filed a lawsuit against the Municipality in the Basic Court, demanding that the local administration return the money owed to them by the Housing and Business Fund Agency.

The Housing and Business Fund Agency of the Municipality of Pljevlja is about to be liquidated after the Commercial Court declared the company bankrupt during the bankruptcy proceedings, because the debt to residential buildings, employees, the Tax Administration and suppliers amounted to 1.130.088 euros, and the entire property was estimated at 9.370 euros. .

The building managers filed the lawsuit through the "Lendra" agency, and the executive director Dejan Jovanovic says that lawsuits are the only way to collect the claims that the Housing and Business Fund Agency still owes.

"Lendra" informed "Vijesti" that the Housing and Business Fund Agency owed about 405.000 euros to buildings for housing maintenance, of which about 114.000 euros remained in Atlas Bank, after it was declared bankrupt.

He said that 150 entrances to residential buildings were damaged in the amount of 50 to XNUMX thousand euros, and the Agency illegally spent the money to pay salaries and pay bills.

"The Municipality promised that they would compensate that money through compensation through works on the buildings, but nothing has been realized so far from those promises. "Some administrators turned to the authorities from the Municipality when they needed interventions on buildings: repairs, facades... but they did not find understanding to solve their problems", said Jovanović.

At one of the earlier parliamentary sessions, the President of the Municipality Igor Golubovic he said that the money that the Agency spent without authorization in the previous 10 years from citizens' accounts for the maintenance of residential buildings must be returned, most likely through works.

Due to the illegal spending of apartment owners' money, the Basic Court in Pljevlja convicted the former executive director of the Agency for Housing and Business Fund of the Municipality of Pljevlja. Enver Kaljic to six months in prison, suspended for two years.

The court found that in the period from June 9, 6 to October 2015, 4, Kaljić had funds from residential buildings in the amount of 10 euros, which were intended for the maintenance of residential buildings and which the residential buildings paid into the Agency's giro accounts. in the treasury, without the approval of the manager of residential buildings, entered the agency's bookkeeping as loans, that is, short-term financial loans.

As stated in the judgment ordered by Kaljić, the agency used the money from the residential buildings to pay wages, rewards to employees, seasonal compensation and advance payments, bill payments to suppliers for delivered materials and services that were not used for the maintenance of residential buildings.

"For the needs of the Agency, cash payments were made from the funds that were collected in cash by the condominium owners, so that in the same period, on his order, these loans were reduced by the amount of 267.936 euros based on work orders and reimbursements to the accounts for the maintenance of residential buildings. so that the amount of 30.443 euros remained unreturned".

In his defense, Kaljić said in court that he found a bad situation in the company, which was late with the payment of earnings, taxes and contributions. He said that in an attempt to save the Agency, following the practice that the Agency has been following for the past 20 to 30 years, with the tacit approval of the Board of Directors, that at their request, it pays wages to workers from loans from the accounts of apartment owners.

He said that his work was controlled by a five-member Board of Directors, three of which are elected by the municipality, and he also claims that the current president, Igor Golubović, and the former president personally Mirko Đačić acquainted with the loans and that they tacitly approved this way of doing business. He also said that the two of them never drew his attention not to do that, but to manage as he knew how because the situation in the company was difficult.

He said that the Municipal Assembly of Pljevlja adopted a report on his work every year and had an insight into the way in which Agenicja operates.

In his defense, Kaljić stated that he did not use any of the loaned funds for his own needs, but only worked for the interests of the Agency, saving it from closure and bankruptcy. He said that he had no intention of obtaining any illegal benefit for the Agency, himself or anyone else, but his intention was for the people working at the Agency to survive, and for the borrowed money to be returned when there was a possibility, which he did and returned the largest part of the loan, and the remaining part of the loan is returned through works on residential buildings, as well as when the funds blocked from Atlas Bank are unblocked.

At the main hearing, he maintained the defense he gave before the prosecutor that part of the funds from the tenants of the buildings was returned to the tenants through the renovation of their buildings.

He also claimed that, if the bankruptcy of Atlas Bank and the blocking of the Agency's account had not occurred, the entire amount of borrowed funds would have been returned to the owners of the apartments.

Krvavac: Indemnify apartment owners in installments

Bojan Krvavac, Vice President of the Municipal Committee of the Democrats, called on the management of the Municipality to compensate the apartment owners in several installments.

"Of course, the funds that would be returned in this way would have to be used for the purpose of improving the living space, which I'm sure would simultaneously improve the business of local artisans, so that way that money would have a multiplier effect in our city, on several layers of society. . Also, in this way, the tenants of those buildings would be able to carry out urgent construction works on their buildings on their own initiative, and not have to wait for at least a strange schedule of priorities for the execution of works on residential buildings in our city", said Krvavac.
