For recycling over 440 tons of electrical waste

Last year, 442 tons of electrical and electronic waste, 35 tons of batteries and accumulators and 85 tons of waste vehicles were prepared for reuse and recycling, according to a document prepared by the Ministry of Ecology, Spatial Planning and Urbanism.

In the State Waste Management Plan, specific goals related to municipal, hazardous and special types of waste are given.

Special types include, among other things, electrical and electronic waste.

For special types of waste, the most important quality is the organization of its collection, temporary storage and delivery to authorized recyclers. "In this direction, it is necessary to properly establish a waste management system for electrical and electronic equipment, waste vehicles, waste tires, waste batteries and accumulators, waste lubricating oils and liquids...", states, among other things, in the annual report on the implementation of the State Waste Management Plan.

At the end of last month, the government considered the report on the implementation of the State Waste Management Plan.

The Ministry is tasked by the Government to establish an information system and a unique database in the field of waste management by the end of March 2023, in cooperation with the Agency for Environmental Protection and the Directorate for Statistics (MONSTAT). It was also tasked to, in cooperation with the Directorate for Inspection Affairs and the Union of Municipalities, analyze the results of the work of inspection authorities and make a proposal for improving the system of monitoring the implementation of the Law on Waste Management, especially in the part of punitive measures.

Although they were planned by the Government Work Program for last year, the document points out that, for example, the Draft Regulation on the method and procedure for establishing a system for taking over, collecting and processing waste from electrical and electronic products has not been adopted.

In accordance with the Law on Waste Management, the extended responsibility of producers, i.e. importers, applies to electrical and electronic products (EE-products), vehicles, batteries and accumulators, tires and packaging.

In addition to the mentioned amounts of electrical and electronic waste, waste batteries and accumulators and waste vehicles, during 2020, 21.766 tons of packaging waste were collected and prepared for reuse and recycling.

"Although some companies are registered in the register of collectors of waste tires, for now there is no information about activities on the management of this type of waste. In order to provide data for these types of waste, it is very important to establish an information system that is elaborated in more detail through the Bill on waste management, which is planned for the 2022rd quarter of XNUMX," the Ministry's report states.

It is forbidden to discharge waste oils and liquids into water, land or land, and their owner is obliged to collect them separately, as well as not to mix them with other types of waste, and if it is technically feasible to ensure their regeneration.

According to the report submitted to the Agency, "Hemosan" from Bar collected 1.120 tons of oily water from the oil/water separator, sludge from the separator, various motor oils for gearboxes and lubrication, of which about 220 tons were exported.

In this part, there is also a table with the estimated amount of special types of waste in Montenegro and a presentation of the amount of waste that is generated, collected, selected and processed from 2013.
