The dismissal of the former director of the Public Enterprise for National Parks of Montenegro (JPNPCG), Jelena Kljajević, has absolutely nothing to do with politics, or belonging to this or that party, but solely with her inadequate abilities and results for the position she held, announced tonight Nebojša Popović, the president Board of Directors (BoD) of JPNPCG.
He said that the views of the former director Kljajević expressed at the press conference regarding the decision of the Government of Montenegro on her dismissal, in themselves do not deserve any serious comment, but that he is obliged to make a statement as the president of the Board of Directors, in order to, as he said, the wider Montenegrin the public would not be led into confusion.
"The dismissal of the former director Jelena Kljajević has absolutely nothing to do with politics, or belonging to this or that party, but exclusively with her inadequate abilities and results for the position she held. In this sense, the statements that the prime minister and the relevant minister allegedly carried out obstruction of her work, which only says that someone obviously gave too much importance to herself in the whole story. Under number two, it is very indicative that the person in question almost did not mention the essential reasons for her dismissal, which are potentially numerous illegalities in the director's work Namely, Kljajević, without the knowledge and decision of the Management Board, which is the main management body of the company, violated the Statute by opening a catering facility on Lake Skadar, during which, according to the material that the Management Board received for inspection, 105.407 euros were spent, without any tender and without of the public procurement system of companies," Popović pointed out.
He added that "if it is known that state and public companies are practically not allowed to acquire even an ordinary pencil without a tender and appropriate procedures, then it is clear what is at stake, when someone who is the director of a state company opens a restaurant on his own."
"Also, the Board of Directors determined that the director assigned wage coefficients to certain employees without clear criteria and contrary to the valid Collective Agreement from 2011, which, in addition to producing a strong sense of injustice among a large number of employees, is also contrary to the Law on Employee Wages in the public sector. In addition to the gross illegalities already mentioned, along with the director's complete refusal to cooperate with the Board of Directors appointed by the Government (among other things, due to the important control role of the Board of Directors), they are sufficient in themselves to consider the dismissal of either the state functionary, Kljajević also as a director failed to pay taxes and contributions to the personal income of employees for the entire duration of her mandate, so JPNPCG is now in a very difficult situation because it is threatened with the blocking of its accounts by the Revenue and Customs Administration. If something is not done urgently the next salary is already questionable. It is unnecessary to talk about further negative balances, especially when it comes to the overall business and organization of the company, as well as the worrying situation in NP Skadarsko jezero, which will end the year 2021 in a deep red," said Popović.
He said that "it is important to emphasize that it is high time to finally end the practice of wanting to transfer one's own incompetence and failures to the political arena, as well as to accuse the prime minister, minister or another high-ranking state official for this".
"Precisely the actions of Prime Minister Zdravko Krivokapić and relevant minister Ratko Mitrović in this specific case are the best example of how responsible state officials in Montenegro should react. And it is really disgusting to talk about someone being politically instructed to free people. Let's leave that to those who it's a way of life," Popović concluded.
