Katnić gave the green light two years ago

Yes, communication between the two leaders of the Municipality and the Assembly of the Municipality of Budva Marko Tsarević (Democratic Front) i Krsto Radović (Democrats) has practically not existed for two whole years, as evidenced by the case of the promenade in Petrovac, for which both municipal officials asked the Special State Prosecutor's Office to give them permission to complete the reconstruction works.

Due to the fact that they do not inform each other about their moves, it also led to a kind of embarrassment for the Municipality, because in the middle of January last year, Radović received a letter from the prosecutor's office, which he heads. Milivoje Katnic that works can be carried out.

"The municipality can undertake investment activities for the completion of the construction of the promenade in Petrovac and that it will not affect the criminal proceedings before the Special State Prosecutor's Office", it is written in the letter that was delivered to Radović in response to a series of letters that he sent in 2019 to the then VDT Ivica Stanković.

However, after almost two years, Carević sent a letter to the current Acting Supreme State Prosecutor Dražen Burić asking for practically the same thing that Radović was asking for, permission to carry out the works on the promenade, since SDT investigators have been investigating malfeasance related to the construction for years.

Carević was recently informed by the VDT that they sent the letter to the Special Prosecutor's Office, the same one that replied to Radović that the local administration had consent.

Apparently, the two leaders have no communication at all, both in the previous and in the current mandate of the city government, which is made up of their parties DF and Democrats.

Radović told "Vijesta" yesterday that he informed the then secretary for investments about the letter he received two years ago, but also emphasized that he will submit an amendment to the Investment Plan for the next year and request that the reconstruction and rehabilitation of the promenade be included among the current projects.

The relationship between the two leaders reflects the relationship between the two political blocs, between which there is no longer any possibility of an agreement, and Budva is sliding towards the introduction of forced administration.

And while the new political bloc (Democrats, URA, SNP, First Montenegro and DEMOS) see the solution to the political crisis in the resignation of Tsarević and Radović as a prerequisite for the solution of the political crisis, until then the Democratic Front believes that Radović should first submit his irrevocable resignation, and only then will sit down at the table and negotiate on reaching a post-coalition agreement.

The promenade in Petrovac is one of a series of corruption scandals in which leaders of the former city administration from the ranks of the DPS are involved.

The tender for the promenade in Petrovac was announced by the city administration DPS-SDP back in 2008. At that time, the company "Udarnik" from Nikšić, which was entrusted with the works, was ranked first. A year later, construction began, but due to a lack of money and an empty municipal coffers, the work was stopped on several occasions, so that the promenade only got its current appearance in 2015. Although much remains to be done, it is not done.

As a result of the storm, the promenade was largely damaged. The public city toilet, the construction of which was invested as much as 270 euros, is in a bad state, and the promenade is additionally ruined by the construction of buildings, because it is often used as a shortcut for transporting construction materials by trucks.

Back in 2017, the then mayor of Budva Dragan Krapović he submitted to SDT the complete documentation on the works on the Petrovac promenade.

The investigators practically interrogated all the actors of that million-dollar affair, representatives of the former DPS-SDP government, members of the Budva criminal group, who led that project 12 years ago.

At that time, SDT also questioned municipal employees who were members of the Commission for the Promenade Reconstruction Project, as well as the owner of the construction company "Udarnik".

The prosecutors allegedly obtained evidence that the Budva project cost more than 7.500.000 euros, three times more than it was predicted. The only official calculation of how much money was spent on the construction of the promenade is from 2013, when the city was still governed by the DPS-SDP coalition.

According to the then data from the Secretariat for Investments, the construction of the promenade cost 6.063.286,45 euros, and the paving cost an additional 1,45 million.

In the report on the performed works of the Secretariat, it is also written that the preparatory works cost 425.000, and the earthworks cost 1.600.000 euros. For the upper layer - laying buffers and concrete, 324.000 euros were spent, walls and plate culverts cost 854.000, and water, fecal and atmospheric sewage 1,8 million euros. According to the same statements, 479.000 euros were spent on the construction of electrical installations from the Budva treasury. As an example of irrational spending, the opposition has for years emphasized the story that the construction of a public toilet cost 274.000 euros, space for beach furniture, a covered plateau and a terrace.
