The locals of Kučki Korita, that is, from the area of Rikavački Lake, appealed to the authorities to stop the illegal construction of as many as five cottages on its shores, and if this does not happen, they will be forced to demolish those buildings themselves. This problem was pointed out by Democratic Front councilor Ranko Milić, who pointed out that the locals contacted him and pointed out this problem.
He appealed to the services of the Capital City at today's session of the Assembly to react, if it is within their competence.
"At the end of September and beginning of October, there was devastation on the very shore of Lake Rikavački, the construction material was refined. Five foundations were built," stated Milić.
He pointed out that the construction of these buildings is not according to customary or tribal law, and that the residents of Kuča have the right to build, but not on the shore of the lake, and it is not known who did this.
"The inspector stopped the work, but the investors continued with the construction, until the snow. I am asking, if it is within the competence of the Municipality, to stop the work, and the locals have warned that they will be forced to organize and demolish those illegal cottages," Milić said. .
The Secretary of the Secretariat for Spatial Planning and Sustainable Development, Miljan Barović, clarified that when it comes to the construction of illegal buildings, it is the responsibility of the urban and construction inspection at the Ministry of Ecology, Spatial Planning and Ecology.
"Certainly we appeal that this problem should definitely be reported, especially when it comes to such a location as the shores of Lake Rikavački," said Barović.
He pointed out that according to the procedure, that is, as far as the Secretariat is concerned, in order for an object to be legalized, it must be found on the ortho-photo from 2017 and 2018.
"It is a procedure, so those objects will certainly not be able to be legalized, but my message is to alert the urban planning and construction inspection, and we are certainly at your disposal, so that through the Municipal Inspection and their communication with the inspection, we will try to solve that problem," said Barović.
The Director of the Agency for the Management of Protected Areas in Podgorica, Dragutin Đeković, stated that they went to the site several times and spoke with families raising cattle in the area of Lake Rikavac.
"We are familiar with attempts at illegal construction in the hinterland, but we were not aware of it near the shore of Lake Rikavački," Đeković said.
He said that next year the ranger service will be in operation, and in joint communication with citizens and through Milić, they can engage all services to work together.
"That area, by the way, belongs to zone two of the Komovi Nature Park and no construction is allowed there. Eventually, reconstruction in the existing dimensions could be allowed, in accordance with the ambient values, but a special permit would be needed for that," said Đeković.
