For almost a year and a half, the initiative with the signatures of 165 residents of Kolašin has been sitting in the municipal drawers without a response, who asked the authorities in the local administration to amend and submit the Detailed Urban Plan (DUP) "Centar". The initiative sought to harmonize the DUP with the Spatial-Urban Plan (PUP), all for the permanent resolution of the status of the city street that leads from the roundabout, next to the "Four points by Sheraton" hotel, to the "Idea" market.
That street has not been municipal property for 17 years. The local government at that time sold it to the PIO Fund, which started building the current hotel "Four points by Sheraton". The cadastral plot in which the street is located was sold for 30.400 German marks. Both the hotel and the short but very busy street have changed several owners since then.
According to some of the signatories of the initiative, the Ministry of Tourism and Sustainable Development is in the process of issuing urban technical conditions (UTU) for plot 13, which includes a street, and on which a multi-storey building is planned. The PUP, which was adopted later, they claim, and with which the DUP has not yet agreed, provides for the retention of the existing street.
"The space planning program for last year and this year envisages the change of the DUP "Centar". As this did not happen, and our initiative was not responded to, with the current procedure of issuing the UTU, we believe that direct damage has been caused to us. We use the street every day, that "The 80-year-old road is one of the most important in the city. The construction of the building, that is, the absence of a street, would hinder our normal functioning," say the signatories of the initiative.
They remind that, during the adoption of the DUP "Centar", nine years ago, a council amendment was adopted, which specified that the street should be kept in its current state. The residents of Kolasin also remind that, within the road and communal infrastructure, the city's water supply network, underground power lines...
"We use that street for access to our facilities, it also leads to one of the bridges on Svinjača towards the Breza settlement. Closing that street, or building a multi-storey building in that place, would create enormous difficulties for a large number of households. We believe that the authorities in the Municipality urgently they should deal with that problem and finally respond to our initiative".
The Secretariat for Urban Planning announced that they will answer the questions "Vijesti" asked in the middle of last week by the end of this week.
Rakočević cannot reach his facility
Parallel to the street is the fenced parking lot of the hotel, with which, as Milan Rakočević claims, the access to his business premises in the family house is closed.
"My access to the business building, in the house I inherited from my father, was closed.
My house has both a construction and occupancy permit. So far, I have not been able to resolve this situation with the authorities in the Secretariat for Urban Planning, even though they are directly responsible for the problems I have," he says. The Secretariat said that they will also comment on Rakočević's accusations at the end of the week.
