In the village of Gojkovića Do, at the very entrance to Plužine from the direction of Nikšić, in March of last year, a landslide started which took away about 15 meters of the road, while the depth of the collapsed part is almost two meters. During the summer season, when the frequency of traffic increased, the people of Pivlja "welcomed" and "sent off" tourists with a landslide that is not safe for road users, and they are afraid that during the winter, due to snow and water, it will not expand, and they will be cut off. from the rest of Montenegro.
As the locals say, it is not enough for them that the Plužina - Foča road has been recognized for decades as a road that is risky for all road users, but, in addition to unorganized tunnels, landslides, avalanches and a narrow winding road with countless landslides, they also lacked an additional landslide.
"The landslide has been standing for about a year. It makes passing difficult, care must be taken when there are vehicles from the opposite direction, whether the drivers will manage, especially when the weather conditions are not good. You have to wait, to miss. The local administration has nothing to do with this, the Ministry of Transport and Roads is responsible. Both the citizens and the local administration reacted, and it is not clear to us why this is not being resolved. I don't know what the reasons are, but it's a big irresponsibility, it's a big problem and there are a lot of objections. This is not a local road, but a regional one that connects several countries - Montenegro, Serbia, Bosnia and Herzegovina", he said Mihailo Dondic, which passes through the mentioned road every day.
President of the Municipality of Plužine Mijuško Bajagić he pointed out that, fortunately, there have been no serious consequences for road users due to the landslide, but that there were those who "flew into the abyss".
"It is not certain that there will not be more serious consequences in the future. "The landslide spreads, just like any other, when nothing is done to prevent and rehabilitate it," said Bajagić.
As he emphasized, they addressed several letters to the relevant Ministry and the Directorate for Transport, but there were no answers.
"We have not received any written response from the institutions that were competent to do this. They verbally said that they would solve it, that there would be a tender, so that it was cancelled, then they said that no funds were provided for repairs of this type on the roads. It's all oral”.
Bajagić believes that the landslide, if the road was in the jurisdiction of the Municipality or an individual, would have been repaired a long time ago. This is how they wait for the authorities to "have mercy" on them.
"To this day, no one is doing anything about it, nor is anyone interested. Bruka and shame, because we will come to a situation where we will be cut off from the world. During the winter, when there is more rainfall, a larger landslide may occur and it will not be possible to pass through the bypass. What and how they think - I don't know, but it is not clear to me that an international highway can be in this condition for a year. If it was anyone else's jurisdiction other than the state, it would be resolved. If it was an issue of an individual or a municipality, it would be remedied. Like this, we wait. We have entered the next year, so we will wait. The end of 2022 probably won't come, but if they keep working like this - we can expect infinity".
The first tender failed, the second ended a month ago, the signing of the contract is awaited
The Traffic Administration replied to "Vijesta" that they have not rehabilitated the landslide so far because the capital budget for 2021 did not adopt the proposed rehabilitation program, so it was necessary to provide financial resources and the consent of the Ministry of Finance in order to amend the Public Procurement Plan, which is a prerequisite for starting the public procurement procedure.
As they pointed out, the first tender that they announced on October 6, as a negotiation procedure, was canceled by the Commission for the Implementation of the Public Procurement Procedure because they did not previously announce a call for tenders. That's why they announced a new public call for the selection of contractors, which ended on December 3, and in the final stage is the procedure of review, evaluation and ranking of bids. They explained that a tender has been announced for the landslide in Gojkovića Dol, and another smaller one, which is located not far from the first one, and that, after signing the contract with the chosen contractor, the start of rehabilitation work can be expected.
