The municipality of Budva blocked eight apartments of Kotor residents Slobodan Kašćelan in a building in the Komoševina neighborhood at the exit from the city, because the alleged leader of the Kavača criminal clan, who is in a cell in the Spuška prison, has not paid a tax debt of 13 thousand euros despite a warning.
This is written in the list of inviolability, which "Vijesti" had access to.
The mortgage in the name of the tax debt was registered in the cadastral records in mid-January, as a kind of guarantee that Kašćelan will settle the debt. The registration of the mortgage followed after the Administration of Local Public Revenues of the Municipality of Budva ex officio initiated the forced collection procedure, and failed to collect the debt.
Two mortgages were registered on the apartments of 71, 48, 38, 34, 45, 37, 71 and 62 square meters, which is a total of 406 square meters.

Kašćelan, as written in the decision of the Administration of Local Public Revenues, did not pay real estate tax and tourist tax for eight apartments for the previous four years.
The first decision refers to 2018 and 2019 and Kašćelan is obliged to pay a total of 9.576 euros, of which 6.331 euros refer to real estate tax, 1.466 euros to tourist tax and the rest to interest. The second solution refers to 2020 and 2021 in the amount of 3.608 euros, of which 2.762 euros, 814 euros are for the tourist tax and the rest for interest.
Six years ago, the municipality of Budva registered a mortgage on the same apartments due to a tax debt of 5.545 euros, and three years later, as it is written in the real estate register, the mortgage was registered again due to a tax debt of 15.284 euros.
The loads are still in the cadastral records.
In addition to the Municipality, Kašćelan's apartments were also blocked by the Special State Prosecutor's Office, based on whose request the High Court issued a temporary measure three and a half years ago at the beginning of November, which is still registered.
The registration of a mortgage is made possible by law, in order to ensure that the state and local governments can collect real estate tax claims through sales.

Kašćelan is in the remand prison in Spuz. Namely, in the action of the Anti-Crime Sector and the Special State Prosecutor's Office, Kašćelan and his bodyguard were arrested at the end of April. Vladimir Vuckovic from Herceg Novi, Kotorani Miloš Radonjić, Krsto Maroš i Zoran Kazic, as well as from Podgorica Darko Prelevic. They are suspected of being part of a criminal group allegedly formed by Kašćelan, Radoje Switzerland, from Nikšić Radoje Zivkovic called Yellow and from Podgorica Milan Vujotić, guilty of the murder of a man from Podgorica Nikola Stanišić and another attempted murder. Due to the creation of a criminal organization, murder in complicity and attempted murder, the police filed criminal charges against the alleged members of that clan who are on the run.
At the end of October last year, the Special State Prosecutor's Office filed an indictment against Slobodan Kašćelan and 13 other defendants for creating a criminal organization, aggravated murder, aggravated murder by aiding and abetting, illegal possession of weapons and explosive materials.
The hearing for the review of this indictment was postponed until February XNUMX.
The criminal group had the goal of committing criminal acts of extortion - racketeering, illegal possession of weapons, selling drugs, enabling the consumption of narcotic drugs, giving bribes, a serious offense against general security, money laundering.
