Most of the recommendations of the State Audit Institution (DRI) related to regulation, monitoring and reporting on air quality were not implemented or the state audit could not be convinced of their status.
This is the conclusion of the SAI after monitoring the implementation of the recommendations given in the audit report "Efficiency of the mechanism of regulation, monitoring and reporting on air quality in Montenegro".
"The majority of the audit subjects did not implement the SAI's recommendations, or the state auditor could not be convinced of the status of the recommendation based on the statements of the audit subjects", the SAI announced today.
The report on the audit of success included the Ministry of Ecology, Spatial Planning and Urbanism; Environmental Protection Agency; Institute for Hydrometeorology and Seismology; Center for ecotoxicological tests as well as local governments - the capital city of Podgorica, the municipality of Nikšić, the municipality of Pljevlja and the municipality of Bijelo Polje.
"The Ministry of Ecology, Spatial Planning and Urbanism and the Environmental Protection Agency submitted to the SAI the Action Plan and the Report on the implementation of the recommendations, however, the degree of implementation of the recommendations was not evaluated in the reports. , concluded that one recommendation cannot be convinced of the implementation status of the recommendation, while three recommendations are in the implementation phase", the SAI announced today and added that based on the submitted Report and documentation of the Agency and the assessment of the state auditor, the competent Board concluded that one the recommendation has not been implemented, while six recommendations are in the implementation phase.
The Institute for Hydrometeorology and Seismology, as announced, submitted the Action Plan and the Report on the Implementation of Recommendations to the SAI.
"In the report it submitted, the Institute assessed that it had implemented part of the activities it planned to implement in order to implement the recommendations. The competent Board of the SAI concluded, based on the submitted Report and documentation of the Institute and the state auditor's assessment, that the two recommendations are in the implementation phase", the SAI stated.
The capital, they add, submitted to the SAI an Action Plan and a Report on the Implementation of Recommendations, in which it assessed that one recommendation is not applicable, one has not been implemented, two are in the implementation phase and the status of one recommendation has not been evaluated.
"Based on the submitted Report and documentation of the Capital City and the state auditor's assessment, the competent Board of the SAI has concluded that one recommendation has been implemented, three recommendations are in the implementation phase, and for one recommendation, the status of implementation cannot be ascertained," the SAI said.
They also add that the municipalities of Nikšić and Pljevlja submitted an Action Plan and a Report on the implementation of the recommendations, and that the status of the implementation of the recommendations was not evaluated in the reports that were submitted.
"On the basis of the submitted report and documentation of the Municipality of Nikšić and the assessment of the state auditor, the competent Board of the SAI concluded that three recommendations are in the implementation phase, two recommendations have not been implemented and for two recommendations the status of implementation cannot be ascertained", state the state audit and they add that the conclusion is that one recommendation has been implemented, two recommendations are in the implementation phase, one recommendation has not been implemented and for two recommendations the status of implementation cannot be ascertained.
The municipality of Bijelo Polje submitted the Action Plan to the SAI, but did not submit the Report on the implementation of the recommendations.
"The subject of the audit is obliged to submit, within 15 days, a Report on the implementation of the recommendations. In case of failure to submit it within the deadline, it will be submitted, in accordance with Art. 52 and 53 of the Law on the State Audit Institution, a request to initiate misdemeanor proceedings," the state audit said.
They also clarify that, in accordance with the Guidelines for the preparation, monitoring and control of the implementation of the recommendations of the SAI, the subjects of the review are obliged to additionally report to the SAI within 30 days for unimplemented recommendations and recommendations for which the state auditor could not be convinced of the status. of October, they are also obliged to submit new Reports on the implementation of recommendations for all SAI recommendations.
The report on the implementation of the SAI's recommendations will be submitted to the Parliamentary Committee for Tourism, Agriculture, Ecology and Spatial Planning.
