The public company for the management of the marine asset plans to soon start work on the ground floor decoration of the Great Pier worth almost one million euros, but this is categorically opposed by the municipal Secretariat for Communal Affairs, as well as by the Society of Friends of the Old Town.
"We don't need another disabled project, like Kacema, which is absolutely non-functional," said Adnan Alibegu, Secretary of Communal Affairs, to "Vijesta".
He stated that he had also sent a letter to Morsko dobru in which he pointed out his disagreement with the project.
"We are categorically against it... Investing almost a million euros in benches, lighting, palm trees and I don't even know what else, so that the first strong jugo would take it all away. Visually, it may be nice, but it is certainly better to invest that money in the marina so that it is functional and in the slipway for pulling out boats", said Alibegu.
He reminded that ten years ago the Municipality had an ambitious project to pave the Great Pier, the Pier and the entire street to the "Albatross".
"Instead, we got this project that is not in our favor at all," said Alibegu.
He added that the matter will be discussed soon at a meeting with representatives of the Public Enterprise.
JP coordinator for the municipalities of Ulcinj and Bar, Omer Bajraktari, said that through the implementation of the million-dollar project, Ulcinj could soon get the first border crossing at the sea, which would probably be of a temporary nature.
The project for the ground floor arrangement of the Velika skela - wharf in the marine property zone, the implementation of which will begin soon, envisages the installation of three standard facilities of a service nature.
"These facilities can be used in various ways, but in my opinion, the priority is for one of them to be the first border crossing at the sea in Ulcinj. Thus, owners of yachts, sailboats and speedboats coming from the direction of Albania who want to stay in our city would not have to go to Bar to register. That would be useful in many ways, and easily achievable," said Bajraktari to "Vijesta".
He stated that initially the crossing would be of a temporary nature, that is, it would be open only during the season.
After the tender procedures have been completed, the conclusion of the contract with the contractor for the one-story arrangement of the Velika skela - pier in the area of Morski Dobr within the DSL "Old Town Ulcinj - Sector 63" is expected these days. The contractor will be the company DOO "Erlang", and the investment for the first phase exceeds the figure of 800 thousand euros. Bajraktari said that with the second phase, the total investment is close to one million euros.
The planned use of that space, which includes a total of 4.600 square meters, is a square-pier with a green belt along the rocks at the foot of the Old Town. The installation of three typical service facilities was also foreseen.
One, as Bajraktari said, is intended for a border crossing, while the other two would be related to maritime activities.
"One would be, for example, a yachting club, a sailing school and the like. The second one is planned next to the summer stage and is designed as a place to accommodate props, but also a cube that can be unfolded to form a stage, a screen for projections and the like can be hung on it", said Bajraktari.
The space of the square is defined by the project with an orthogonal grid of paving, large fields of about 4x4 meters that additionally emphasize the rectangular shape and size of the square.
At the point of change of direction, the grid is fragmented and enables the functional composition of fields of pavements, benches and greenery. From the plane of the square, fitting into the basic grid, rise three dynamic groupings of uneven fields, tribunes that soften the impact of waves and represent a more interesting alternative to the classic type of seating such as chairs, benches, deckchairs. Together with the green fields, they form a kind of uneven park.
The treatment of the surface of the square, as foreseen by the project developed by the Podgorica studio "Sintezes", is mostly made of pressed concrete, but next to the sea, as a transition to the existing stone blocks, stone-paved fields appear. In this way, the strip by the sea is slightly separated from the area of the square as a coastal promenade.
Along the rocks below the Old Town, the formation of a green belt is planned, a zone with low autochthonous vegetation that does not require too much care, and several pine and olive trees that provide shade and enrich the ambiance.
"That greenery is a kind of mantle on which the Old Town stands, a fine transition between the new and the old," said Bajraktari.
Ecological materials were used during the development of the Main Project. Finishing of the waterfront is planned from printed concrete and stone.
It is planned that the work on the ground floor arrangement of the Great Scaffold will be completed in 120 days.
Karamanaga: That's absurd, the waves in winter are up to five meters
The president of the NGO "Kaljaja" Ismet Karamanaga said that it is absurd to think about any construction on the Great Scaffolding.
"It is a pier next to the open sea. This morning the waves were three meters high, and in winter they can reach a height of up to five meters. How to plan something like that in that space", said Karamanaga.
He, like Alibegu, is of the opinion that it is wiser to invest the money in the marina and the slipway.
"The breakwater must be extended, the marina is now completely non-functional," said Karamanaga to "Vijesta".
