The Education Union of Montenegro announced today that in the previous three months, after the XNUMXth Congress and the election of the new leadership, it had a large number of activities aimed at protecting the rights of employees in educational institutions and respecting the Branch collective agreement for the field of education, as well as other regulations in the field of education and labor relations.
They stated that, among other things, they addressed the Minister of Finance and Social Welfare, Milojko Spajić, on several occasions, with the aim of agreeing that the salaries of employees in education should be part of the Law on Salaries of Employees in the Public Sector, so that education would be classified as a group that would receive higher starting coefficients, which would then be elaborated and increased through the Branch Collective Agreement for the field of education.
They stated that they only mentioned some of the activities that they undertook and achieved in the previous 20 days:
"We advocated and fought for the employees who were hired for fixed-term work under contracts of up to 30 days to be concluded for the month of January, because the school vacation, i.e. annual vacation, for the teaching and educational staff is scheduled for the summer period, and not even in January, which applies exclusively to students.Thus, all colleagues, who worked for a certain period of time and did not replace anyone, will receive their salary for January 2022.
- We held a meeting with the President of the Municipality of Budva, Marko Carevic, with the aim of solving the long-standing problems with the educational workers' residential building. The meeting was attended by the state secretary of the MPNKS, Damjan Ćulafić, the director of the Finance Directorate of the MPNKS, Dragana Stanović, as well as the director of the Housing Cooperative "Solidarno" and a representative of the coordination team, representatives of cooperatives from Budva and the Municipal Board of SPCG Budva.
It was concluded that each of the parties involved in the construction of apartments for educators in Budva will give their maximum, so that those 159 housing units will be completed as soon as possible, and that the "Solidarno" Housing Cooperative will provide the execution of craft works with water and electricity connections and the same are completed by 01.05.2022. years;
- On several occasions, we addressed the Minister of Finance and Social Welfare, Milojko Spajić, with the aim of agreeing that the salaries of employees in education should be part of the Law on Salaries of Employees in the Public Sector, so that education would be classified in the group that will receive higher starting coefficients, which would were subsequently elaborated and enlarged through the Branch collective agreement for the field of education. Also, there was a need for a discussion due to the illogicality that arose during the calculation of sick leave benefits after the adoption of amendments to the Labor Law, because there is a situation where the amount of wage benefits is significantly lower than the amount of the minimum wage established by the Law. We are expecting a response from the Ministry of Finance and Social Welfare.
- Pursuant to Article 15 of the General Law on Education and Training in order to prevent and protect the health of employees, and especially due to the mass illness of educators due to the COVID 19 pandemic and its consequences, we sent a letter to all educational institutions and reminded them to fulfill their legal obligations in the implementation of mandatory medical examinations, which are scheduled at least once a year. On this occasion, the Union of Education of Montenegro addressed the Ministry of Education, Culture, Sports and Science of Montenegro with the need for Minister Vesna Bratić to remind the managers of educational institutions to implement this legal provision," states the announcement of the Union of Education of Montenegro signed by President Radomir Božović.
