Preparatory work on the ground floor arrangement of the Great Scaffold under the Old Town in Ulcinj, which began this morning, was interrupted and postponed until further notice.
This was indirectly confirmed to "Vijesta" by the secretary of communal affairs, Adnan Alibegu.
Today, his department did not issue an imperative decision to the Public Enterprise for the Management of the Marine Resource (JP Morsko dobro), which finances the almost million-dollar project, for the passage of heavy trucks and excavators through one-way city streets or cobblestones to the Great Pier.
For this reason, he stated, members of the Communal Police and the Police Directorate immediately went to the scene.
"A record has been drawn up about everything and the violation of JP will be sanctioned," Alibegu said.
He confirmed that JP Morsko dobro sent him a request on Friday for the issuance of a permit for the passage of construction machinery across the Pier to the Great Pier.
"The deadline was short, but we still wouldn't have issued that decision. First, we have to sit down with the people from Morski Dobr and talk again about the disputed project," Alibegu said, stating that his secretariat would not issue a decision until the talks are completed.
JP Morsko dobro told "Vijesti" that this morning the preparatory work was involved.
The answer did not come to the additional question of whether they will be continued and when.
The realization of that project is categorically opposed by the Municipality as well as by the Society of Friends of the Old Town.
They claim that the first stronger storm would make a mess of the planned ground floor arrangement.
That is why they believe that it is wiser to invest that money in some other projects, first of all in the training of Kacema, the construction of quality slipways for pulling out boats...
Old town resident Selim Karamanaga, who followed the beginning of the works yesterday, believes that the project is not good and that most of the locals are against its implementation.
"We also have a petition with over 200 signatures. No one asked us," Karamanaga told Vijesta.
Alibegu previously told "Vijesta" that Ulcinj does not need another disabled project, like Kacema, which, as he stated, is absolutely dysfunctional.
However, JP coordinator for the municipalities of Ulcinj and Bar Omer Bajraktari then said that through the implementation of the million-dollar project, Ulcinj could soon get the first border crossing at the sea, which would probably be of a temporary nature.
The project for the ground floor arrangement of the Velika skela - wharf in the marine property zone envisages the installation of three standard service facilities.
After the end of the tender procedures, the JP was supposed to conclude a contract with the contractor for the one-story arrangement of the Velika Skela - wharf in the Morski Dobr zone within the DSL "Old Town Ulcinj - Sector 63".
The contractor will be the company DOO "Erlang", and the investment for the first phase exceeds the figure of 800 thousand euros. With the second phase, the total investment is close to one million euros.
The planned use of that area, which includes a total of 4.600 square meters, is a square-dock with a green belt along the rocks at the foot of the Old Town.
The space of the square is defined by the project with an orthogonal grid of paving, large fields of about 4x4 meters that additionally emphasize the rectangular shape and size of the square.
At the point of change of direction, the grid is fragmented and enables the functional composition of fields of pavements, benches and greenery. From the plane of the square, fitting into the basic grid, rise three dynamic groupings of uneven fields, tribunes that soften the impact of waves and represent a more interesting alternative to the classic type of seating such as chairs, benches, deckchairs.
Together with the green fields, they form a kind of uneven park.
The treatment of the surface of the square, as foreseen by the project developed by the Podgorica studio "Sintezes", is mostly made of pressed concrete, but next to the sea, as a transition to the existing stone blocks, stone-paved fields appear. In this way, the strip by the sea is slightly separated from the area of the square as a coastal promenade.
Along the rocks below the Old Town, the formation of a green belt is planned, a zone with low autochthonous vegetation that does not require too much care, and several pine and olive trees that provide shade and enrich the ambiance.
Ecological materials were used during the development of the Main Project. Finishing of the waterfront is planned from printed concrete and stone.
It is planned that the work on the ground floor arrangement of the Great Scaffold will be completed in 120 days.
However, the latest developments point to the conclusion that the dynamics of the works, at least for now, will not go at the desired pace.
