The construction of a residential building for pensioners in Pljevlja has not started even three and a half years after the foundation stone was laid, and it is uncertain whether and when the works will be continued.
So far, only earthworks have been done, and the Montenegrin Fund for Solidary Housing Construction (CFSSI) terminated the contract with the company that was selected as the contractor two years after the foundation stone was laid.
From the Montenegrin Fund for Solidarity Housing Construction, which is the investor of the works, "Vijesti" could not get an answer as to why, three and a half years after the beginning, the works have not moved away from the ground, nor when construction will begin, because no one answers the contact phone for days. , which is available on the CFSSI website.
The foundation stone for the construction of the brick factory was laid on September 14, 2018 by the then President of the Municipality Mirko Đačić and the directors of CFSSI Fund PIO Danilo Popović and Duško Perović.
The deadline for the completion of the works was supposed to be the end of June 2019. According to the project, the building will have 38 apartments, twenty of which will belong to pensioners, five to local government employees, and the rest will be intended for the market. Ten one-room apartments and ten studios are intended for pensioners. Pensioners will be able to buy apartments at a price of 375 euros per square meter.
The president of the Association of Pensioners in Pljevlja, Vukadin Damjanović, told "Vijesta" that he has no information as to why the works are being delayed and when the construction of the building could finally begin.
He said that he was previously informed by the director of CFSSI that the work was stopped because the owner of the company that was the subcontractor had passed away and that he would choose a new contractor.
"I don't have any information about the further continuation of the works," said Damjanović.
The building should be built in Radnička Street, on the site where the brick factory used to be.
Damjanović said that out of 6.630 pensioners from Pljevlja, about a hundred of them have not resolved their housing issue. He believes that the work should be accelerated, so that part of the pensioners finally get their apartments.
Earlier, CFSSI director Danilo Popović told "Vijesta" that they terminated the contract with the consortium that was supposed to build a residential building for pensioners from Pljeval, because it could not provide a professional workforce and smooth work in the coming period, due to the situation with the covid-19 epidemic. .
Popović then accused the Municipality of Pljevlja of delaying the works because it did not bring water and electricity to the construction site, which, as he claims, it was obliged to do. The Municipality rejected those claims, emphasizing that they did not contribute to the delay of the works in the slightest and that the investor is obliged to do so.
He also claims that the Municipality of Pljevlja did not exempt them from utility payments as other Montenegrin municipalities did, but that it was agreed that they would be given five apartments in the future building.
The local administration denied this, pointing out that CFSSI was allocated a free-of-charge urban plot of 1.958 square meters for the construction of a residential and commercial building.
"The investor of the building was issued Urbanistic and technical conditions in a timely manner, on the basis of which he was able to proceed with the development of project documentation. On February 6, 2, the Municipality of Pljevlja, as the buyer, made a pre-contract with CFSSI as the seller on the purchase and sale of five residential units, for the total amount of 2019 euros, with the fact that the amount of compensation for the communal equipment of the construction land is included in this amount as compensation, and that the rest of 223.561 euros be paid by the Municipality, so that 155.570 percent, or 30 euros, will be paid on the day of conclusion of the preliminary contract, and the remaining part in the amount of 46.461 euros will be paid in equal monthly installments according to the established conditions of the works performed on the building. The last installment will be paid no later than the completion of construction of the facility. Oština Pljevlja paid the amount of 108.899 from the pre-contract in a timely manner", announced the municipality.
6.630 people from Pljevlja receive the lowest pension
Of the 6.630 pensioners in Pljevlja, 3.847 of them have a monthly income of 292,91 euros. The lowest pension of 147 euros is received by 930 members of the third generation, and 748 pensioners have a pension in the amount of 500 to 1.000 euros. Only six pensioners receive a pension of over one thousand euros.
"In addition to 930 pensioners with a pension of 147 euros, 877 of them have a pension in the amount of 147 to 179 euros," said Damjanović.
He said that this is data from the end of last year, and that there were no major changes this year either.
