Work on the excavation of sand from the water area of the Pržna bay in Krtoli near Tivat and the use of that material for leveling the beach of the Plavi Horizont swimming pool, which was carried out a few days ago by the Budva construction company "Gugi Commerce", was carried out without the consent of the Public Enterprise for the Management of Marine Assets.
This was confirmed yesterday by the "News" from the management of the Maritime Dobr, with a note that, as part of regular activities, the Service for Control and Sustainable Development of the Maritime Dobr zone inspected the Pržno location on March 28 and made an official note.
"It was established that the user of swimming areas 12A1 and 12A2 from the Atlas of Montenegrin beaches and swimming areas for the municipality of Tivat for the period from 2019-2023. year, the company 'Qatari Diar Hotel and Property Investment Montenegro' is carrying out work on the preparation of the swimming pool for the season. The aforementioned works involved loading sand from the sea, and unloading it at the swimming pools in question with the use of an excavator and a cargo motor vehicle. The mentioned works were carried out without the consent of the Public Enterprise for the Management of the Maritime Assets of Montenegro", informed "Vijesta".
On the basis of the allegations in the official notes of its inspectors, the Maritime Administration sent a request for inspection supervision to the Directorate for Inspection Affairs - Department for Environmental Inspection and the Secretariat for Inspection and Communal Supervision of the Municipality of Tivat.
On March 23, the Municipal Inspectorate of Tivat went to the scene five days before the response of the Marine Property Controller, following a citizen's report that there was a dredger in the sea at the Plavi Horizont bathing area, and on that occasion found a dredger in the sea that was loading fine sand from the water in the western part of the water area of Pržna bay, in a special cargo motor vehicle. As a result, as announced by the Municipality of Tivat, "extensive clouding of the water occurred", and the Municipal Inspection recorded that the sand extracted from the sea was then unloaded on the shore, "in order to level the beach".
The inspection established that the construction company "Gugi Commerce" from Budva is performing the works. With the findings of its inspection, the Secretariat for Inspection and Communal Supervision forwarded the citizen's report, together with photos from the scene, on March 23 for further processing to the Directorate for Inspection Affairs, the Environmental, as well as the Water Inspectorate, in order to take measures.
Until today, however, these state inspections have not been advertised.
Reacting to the announcement sent to the media by the Municipality of Tivat, from the company "Gugi Commerce", whose owner is the legally convicted member of the Budva organized crime group Svetozar Marović, businessman Branislav-Gugi Savić, they said that it was about "pretentious claims by journalists".
"The journalist's main goal (one gets the impression of a narrower specialty), and what has been shown in recent years, is to use unverified and inaccurate information to damage the business reputation of 'Gugi Commerce' doo and other companies operating on the Montenegrin coast, especially in Boka Kotorska", it was announced from the company, noting that the works on Blue Horizon were not carried out by order of that company, but that it was hired as a contractor by the tenant of that swimming pool.
"We have all the necessary documentation as well as the contract with the tenant of the beach, the content of which we cannot yet publish due to the confidentiality clause. For now, we can only say that these are works on the decoration of the beach that have been carried out for decades. "Works on the decoration of the beach before the tourist season are carried out in order to wait for the summer tourist season and the guests who are coming in a high-quality way," said "Gugi Commerca" to Radio Tivat.
It turned out, however, that the lessee of the beach and the contractor did not have the consent of the Maritime Authority, which requested the intervention of the competent state inspection.
When asked who the official lessee of this swimming pool is, Morski Dobr told "Vijesta" that it is the company "Qatari Diar" and that the company "has not yet given consent to subleasing the Plavi Horizont swimming pool to a third party for 2022".
"Gugi Commere" has a considerable "history" of similar illegal construction activities in the water area of the Tivat Bay and the construction of illegal structures in the marine property zone.
A few years ago, after spending five months behind bars, Savić was released from the Investigation Prison in Spuz, because he agreed with the special prosecutor to plead guilty in the multimillion-dollar embezzlement in Budva.
