Part of the teachers at the Secondary Vocational School in Bijelo Polje do not have work licenses, 12 teachers have not passed the professional exam, and some work without appropriate diplomas.
This is stated in the minutes of the Directorate for Inspection Affairs, after the application requesting to carry out inspection supervision in the Vocational High School for meeting the conditions for engagement, adequate diplomas and the existence of licenses in accordance with the act on systematization for all employees.
The school said that the problem was obvious, but that it arose for objective reasons.
Educational inspector Amra Hodzic carried out an inspection on April 15 and concluded that "two teachers, engaged under an employment contract for an indefinite period, do not have a valid license to work in an educational institution, because they expired in 2019 and have not been renewed.
"Also, the inspector found that 12 teachers, engaged under a contract for up to 30 days, have not passed a professional exam or a license to work in an educational institution, as well as that four teachers, engaged under an employment contract for up to 30 days, do not have the appropriate diploma for all subjects or a certain number of cases", it is stated in the notification about the performed inspection.
The inspector ordered the subject of supervision to eliminate the identified irregularities within the prescribed period and to inform the inspector accordingly.
"The educational inspector, in order to determine a correct and fair decision, indicated to the subject of supervision that for nine teachers, eight of whom are employed by an indefinite employment contract and one teacher employed by an employment contract, by August 31st, they should submit their diplomas and teaching subjects to the Center for Vocational Education , the modules that these teachers are currently teaching, request an opinion on whether they can teach in the subjects, modules that they are currently engaged in," the notification on inspection supervision states.
After the submitted opinion, the Center for Vocational Education is obliged to inform Inspector Hodžić.
The problem arose for objective reasons, due to the corona virus
Acting director of the school Vidran Kljajević he said that it is true that, after an anonymous report, the educational inspection came and found ten percent of professors and teaching assistants whose licenses had recently expired, and pointed out that the problem arose for objective reasons.
"The reason is the two-year duration of the pandemic, in which a very small number of seminars were organized, which were attended by very few people due to the prevailing measures. We conveyed this to the inspection and because these circumstances arose for objective reasons, the inspection did not impose a work ban on those teachers, but was tolerant and left a deadline for colleagues to eliminate irregularities, to quickly attend seminars, in order to extend their licenses", said Kljajević. , noting that there are such cases in all Montenegrin schools.
