The Ministry of Public Administration (MJU) announced today a Public Call for the nomination of representatives of non-governmental organizations (NGOs) in the Working Body for the preparation of the Draft Law on the Government.
The Ministry said that NGOs can have one representative in the Working Body.
The document states that an NGO, which can nominate its representative, must be registered in the NGO register before publishing a public call, as well as that the statute must have established activities and goals in the areas related to the issue that is considered or normatively regulated by the working body.
Among the conditions, it is also stated that, in the previous three years, the NGO, in connection with the issue considered or normatively regulated by the working body, has conducted research, created a document, organized a meeting or implemented a project aimed at improving the situation in a certain area.
Submitting the application for the previous fiscal year, as well as the fact that more than half of the members of the governing body of the NGO are not members of political parties, public officials, managers or civil servants, i.e. state employees, are also criteria that the NGO should fulfill.
The criteria that must be met by the NGO representative include residence in Montenegro, as well as experience in the field to which the issue that is considered or normatively regulated by the work body refers.
The document adds that a representative of an NGO cannot be a member of a body of a political party, a public official, a civil servant, or an employee.
The deadline for submission of proposals is ten days from the date of publication of the public invitation on the website of the Ministry of Public Administration and the e-administration portal.
"Within seven days from the deadline for submission of proposals, the Ministry will publish on its website and e-government portal a list of NGO representatives, with the names of the organizations that proposed them, and which met the requirements," says the Public Invitation.
As it is added, they will also publish a list of NGOs that have not submitted proper and complete proposals, that is, that do not meet the prescribed conditions or have proposed a representative who does not meet the prescribed criteria.
The form for proposing a representative of an NGO with the necessary documentation must be submitted directly to the office of the Ministry of Public Administration, every working day from 11 am to 12 am and from 14 pm to XNUMX pm.
Documents can also be submitted by mail, to the address Ministry of Public Administration - Directorate for Normative Regulation of the Public Administration System and Harmonization of Regulations, Rimski trg, number 45, 81000, Podgorica, with the note: "Proposal of a representative of a non-governmental organization in the Working Body for the Preparation of the Proposal Law on the Government."
