With numerous measures, the implementation of which is planned, ending in 2025, Kolašin intends to solve the decades-long problem of lack of public transport.
The method of implementation and the deadlines of the activities, which should contribute to this goal, are defined by the Urban Mobility Plan, which was drawn up two years ago.
"Public passenger transportation within the municipality of Kolašin has not existed for many years. This represents a huge challenge for mobility, especially for those who live outside the urban area of the city... Also, there is no proper infrastructure in the city area, such as organized bus stops or places to stop and park buses," the document reads, among other things.
If the ski centers are excluded, the tourist resorts are also not connected by public transport.
So, for example, it is only possible to reach Biogradska gora National Park and Morača Monastery with your own vehicle. Because of this, according to the plan, the mobility of visitors is difficult.
The lack of public transportation to the Kolašin villages, they conclude in the document, is also a challenge from the point of view of social equality, "considering that rural areas are mostly inhabited by an elderly population, who often do not have the opportunity to drive cars."
According to the planned goals from the Plan, the Study of Public Transportation should have already been done. However, until now it has not been officially announced whether that work has been started.
By next year, at least one line, one regular line of public urban transport from the city to rural areas should be established. This is also the deadline for activities that would enable the access of intercity buses to the urban area of Kolašin.
If the local administration is up-to-date in the implementation of the plan, in two years a "door-to-door" public transport service should be established in that city.
"Establishing on-demand transportation will enable mobility for those population groups who, due to distance, not owning their own car or belonging to vulnerable social groups, cannot effectively reach their desired destination. This type of service, which operates according to the "door-to-door" principle, will ensure the availability of areas not covered by regular public transport, which is especially important for people with reduced mobility, people with disabilities and other vulnerable groups", the Plan specified.
In this way, they intend to provide "effective access to health care, trade...". Transportation according to the "door to door" principle, they claim, could be offered to tourists as well. The vehicles that will be used for this type of transport will be of smaller capacity. The task of the Municipality is to ensure that they meet high technical and environmental standards, as well as to be adapted to persons with reduced mobility and persons with disabilities.
According to the Plan, at least three stops and parking lots for public transport should be arranged in the city by 2025.
