In the Public Company for National Parks of Montenegro (JP NPCG), mutual accusations are pouring in - some employees claim that the director of that company does not meet the requirements to be in office and is causing damage to the company, and he replies that the aim of these attacks is to cover up and cover up many illegal actions , both financial and all others in the business of that company in the last five years.
Long-time employees of JP NPCG, who, as they claim, insisted on anonymity due to fear of retaliation, accused the executive director of that state-owned enterprise Aleksandar Bulatović for illegal employment, spending money and numerous inactions.
Among the documentation they provided to "Vijesta" are pay lists which, they claim, show that individuals enjoy privileges with the executive director, as well as the minutes of the labor inspector. Predrag Nešković - that Bulatović did not have the necessary work experience to be appointed to that position.
Bulatović, among other things, replied to the "News" that the allegations of the employees, as well as inspector Nešković, were untrue.
"Inspector Nešković had access to all the necessary documentation from which he could determine the data concerning my work experience. Also, I was available to the inspector for all the necessary clarifications, which he never asked for, and we do not know for what reasons this inspector continues to present this false information. "Inspector Nešković never submitted the report, notification or conclusion of his inspection supervision to JP NPCG for a statement, which committed a serious breach of professional duty for which he would have to be disciplinary," wrote Bulatović.
Yesterday, Nešković replied via text message to the "Vijesti" reporter that he was officially out of Montenegro.
NO PLANS, NO FINAL BILL
Employees of JP NPCG accused Bulatović of not submitting information to the Board of that company, but also of not creating a financial plan for 2022, for which the deadline expired on the last day of last year.
"We do not have a financial plan for 2022, and the legal deadline is December 31, 2021. We do not have a final account for 2021, and the legal deadline was May 31. At the Board session held on May 17, the conclusion was reached that the management did not provide them with any information they requested - for the allegations of poaching requested on March 30, the annex to the Agreement with Solana, data for the transformation of the company. No information was provided at what stage the preparation of the final account is at, given that the legal deadlines were missed and it could not be adopted at the session on March 30. "Management is tasked with providing the Board with information regarding the financial plan for 2022," it says in the conclusion of the Board meeting.
"Vijesti" also submitted the report of the labor inspector, in which it is stated that Bulatović, "based on the established factual situation", cannot perform the duties of director of JP NPCG.
"Therefore, the decisions that the appointee made and are making do not have legal force," it is written in the minutes of the labor inspector.
Bulatović replied to "Vijesta" that JP NPCG asked the Directorate for Inspection Affairs to send them a notification about inspection supervision, but that even after the emergency, they did not receive a response from them.
He also submitted evidence about this.
"Because of everything, a report has been submitted to the Administrative Inspectorate, and we expect to receive a notification about the inspection supervision of the administrative inspector in relation to the actions of Inspector Nešković, which will record all the illegalities in his actions that prevented JP NPCG from participating in the proceedings he led, and from where do these lies about my qualifications come from," he said.
GENERAL CHASE
In his answers, Bulatović accuses that "these days" a "general hunt and attacks" have been launched on the position he holds and on him:
"From people who have held high positions in JP NPCG for many years. Trying to discredit my work in this way, in order to cover up and cover up numerous irregularities and damage to JP NPCG, primarily financial, that were done in the previous period in the last five years. The new management invites all competent institutions and the media to transparently and objectively check both the operations of the new management in this short period of time, as well as the operations of this company in the last five years. We are of the opinion that it should be the interest and priority of the institution, society and the media and that it should occupy the media space, not these fabricated and untrue allegations," he said.
He reminded that criminal charges were filed with the Basic State Prosecutor's Office and the Special State Prosecutor's Office for irregularities and abuse of office.
"The final financial account for last year has not been completed, which speaks volumes about the irregularities observed. The application includes those who today are trying to discredit the executive director and to deviate from the topic so as not to be prosecuted".
He also claims that it is untrue that he has employed 56 people since taking office:
"16 officers were employed, in workplaces where there was a real need to engage executors for adequate care of the protected area."
