Svetlana Jovanović, head of the development of the Spatial Plan of Montenegro (PPCG) until 2040, announced today that with the feeling of serious professional injury of the Expert Team for the preparation of the Spatial Plan of Montenegro until 2040, she directs the reaction on behalf of the team and on her own behalf, to the statement of the head of the parliamentary group Movement for Changes (PzP), Branko Radulović.
Radulović, who is also a member of the Council for the revision of the draft Spatial Plan of Montenegro until 2040, announced on June 15 that he had sent a letter to Prime Minister Dritan Abazović regarding that document, and among other things said that the draft of the Spatial Plan until 2040 should be rejected. and that fundamental changes are necessary.

Jovanović announced that "for a long time, the expert team for the preparation of this most important state spatial planning document has been suffering various pressures delegated, not from the level of institutions and professional organizations, but from certain political circles".
"This time, due to the manner and inaccuracy of the views expressed, it is unforgivable. The competences of the Expert Team and the manager of the plan preparation can be discussed with the relevant Ministry and the Government of Montenegro, with whom the Expert Team has constant communication and cooperation, so I emphasize that the comments were made in the aforementioned the announcement is first of all incorrect and intellectually unacceptable. The expert team is represented by experts from all areas covered by the plan (over 20 PhDs and as many masters and engineers of various professional profiles), with references that were crucial for the selection and Decision on the appointment of the plan manager and Expert team and entrusting the task of developing the plan," Jovanović pointed out in a statement delivered to "Vijesti".
She said that the Public Call for the manager of the plan development, the Expert team and the methodology of its development was organized in accordance with the legal regulations, and after the Decision on the selection of the plan development manager and the Expert team, the Contract was signed in August 2020.
"In November 2020, the Concept Plan was prepared and submitted. The expert team fulfilled all contractual obligations within the deadline, and instead of support and taking further steps by the competent Ministry, a Notice of Intention to Terminate the Contract in question was sent in December. All the the explanations were incorrect and legally unfounded. In this sense, the termination of the Agreement and unfinished obligations mentioned in the announcement is an incorrect and incorrect position. The stoppage of the process of developing the plan lasted for 8 months, for which the Expert Team has no responsibility," said Jovanović.
According to her, after the decision by the Government of Montenegro and the signing of the Annex to the Agreement on the development of the plan, in anticipation of the launch of the Strategic Environmental Impact Assessment, the organization of the Plan Review Council and the prior participation of the public, the Expert Team conducted numerous consultations with the authorities ministries and institutions and transparently held thematic presentations on all areas covered by the plan.
"Unfortunately, during that period, the competent Ministry failed to organize the necessary activities that are within its jurisdiction and obligations, and which are necessary to prepare and submit the Draft Plan, so these problems waited for the new leadership in the Ministry of Ecology, Spatial Planning and Urbanism "The expert team made an additional effort and, due to the passage of time, supplemented the previously (in November 2020) submitted Concept Plan with new available data and resubmitted it to the competent Ministry," said Jovanović.
She said that she was highlighting only some of the views expressed in Radulović's announcement, which she says are not correct:

Non-compliance with EU regulations is an unacceptable position, because in the Concept Plan, EU standards are strongly insisted on in every area, and communication is ongoing for the involvement of relevant EU organizations.
Basing positions on scientific and professional analyzes and observing the real situation in the area is absolutely applied and the contrary position is unacceptable.
The harmony of the overall economic, social and cultural situation is highlighted in the very vision of development, so the denial presented in the statement is unacceptable.
All state development strategies are taken into account, and the competent ministries and institutions of Montenegro take care of their validity.
The importance of the plan was unnecessarily highlighted, because it is clearly highlighted in the Plan Concept,
Emphasizing the volume of material at this stage is not of crucial importance, because it is an Analytical basis. The concept plan is given on 220 pages, and a 140-page Summary of the Concept Plan was prepared separately. The analytical part is extensive and it will be reduced to the necessary measure in the Draft Plan.

The expert team did everything in accordance with the Law on Spatial Planning and Construction of Buildings, according to the Program Task and the methodology of creating the planning document, and this can always be proven," said Jovanović.
She stated that instead of inaccurate claims, the Expert Team expects benevolent and professional communication first with the Ministry of Ecology, Spatial Planning and Urbanism, with the Council for Revision of the Planning Document and inputs, proposals and suggestions from the Government of Montenegro and its institutions, professional and NGO organizations .
"We want to seriously discuss all the open development problems of the state with all relevant ministries, to harmonize our expert views with their development programs and finally pass the Spatial Plan of Montenegro, which is necessary for the Government. We remain to believe that the issue is insufficient information about the entire process of the creation of the Spatial Plan of Montenegro so far, and not a bad intention, and we will fight for the defense of professional dignity with knowledge and intellect, as befits professional and responsible people," said Jovanović.
She also said that the Expert Team believes and expects that the competent Ministry, in accordance with the role of the Holder of PPCG preparation, will engage and provide the Expert Team with conditions for normal and efficient work, and the Government and the Parliament of Montenegro are expected to receive additional support in the preparation of the Draft Plan. inputs in order to define the development policies of socio-economic and overall sustainable development, which constitutes a necessary platform for the preparation and adoption of PPCG.
"From the Council for the revision of the planning document, the expert team expects concrete remarks, suggestions and clear positions, as well as open professional communication, with the aim of defining optimal development projections for the planning period. With a professional and responsible approach, with the necessary professional respect, this plan can define a clear spatial a planning platform that should serve to include, with defined political commitments, Montenegro among the more developed European countries," concluded Jovanović.
