In order to suppress the occurrence of violence among prisoners, the Institution of the Protector of Human Rights recommended the Administration for the Execution of Criminal Sanctions (UIKS) to screen them immediately upon admission, both in terms of those who are particularly vulnerable and those who pose a risk to others.
The complainant complained about the actions of UIKS, claiming that he was attacked by a detainee with whom he was housed, that the case was not processed, because the administration did not file a criminal complaint.
"Although the CD delivered by UIKS, with the claim that it contains a video recording of the event in question, could not be reproduced in the Protector's institution, but after a comprehensive investigation, the Protector determined that the physical attack on the detainee had indeed occurred, whereby the complainant suffered injuries..., which were noted by the health service", states the opinion signed by the deputy protector Mirjana Radovic.
UIKS was given a recommendation to inform the Basic State Prosecutor's Office about this event without delay.
