The noise problem has escalated in the past two weeks, guests are leaving the hotels, and the Municipality of Budva does not want to solve it, the messages are from today's sixth consecutive meeting of representatives of the local communities "Stari grad" and "Gospoština", restaurateurs, hoteliers, locals...
The President of the Council of the MH "Gospoština" Ljubo Rađenović said that the situation had gotten out of control and that the noise problem had escalated again, and called on the Municipality to finally solve the problem and implement only what the law prescribes.
"We are in the peak of the season, we feel that the situation is getting out of control and that the noise problem is returning from the beginning, when the citizens started the initiative... We appeal to the local self-government to bring the situation within the legal framework. If in the next seven days we do not get a clear and firm answer from the Municipality of Budva, we go to other instances. Our initiative is clear, to bring the excessive noise level within the legal framework, to enable a dignified life for the citizens of Budva, for tourists to receive dignified and quality conditions for their stay. There is no politics here, it is exclusively in it's about love for this city, to be a real tourist destination," said Radjenović.
He reminded that it is already the sixth meeting that is being organized, but that it has become clear that the Municipality no longer provides support, because its representatives have not been present in the past two meetings.
"At the second meeting, we received full support from the President of the Municipality, Marko Carević, and a clear action plan was drawn up. The agreement is that any exceeding of the legal noise level will be financially sanctioned the first two times, and the third time, if the restaurateur ignores the agreement that the municipal Secretariat for the Economy cancel the work permit. In the first couple of weeks we had significant progress, but in the last two weeks the situation is getting out of control. We have direct statements from the head of the Municipal Police that there are no resources to keep the situation under control. Unfortunately, we have to state that we no longer have the support of local self-government in the fight against noise ", said Radjenovic.
He emphasized that all four discotheques on the Slovenian coast already have two fines each, which means that the "red line" has been reached and that an inspection is on the way.
"We expect the municipal services to put into practice what was promised, to make it clear to them that the next violation is the revocation of the license. Another shocking piece of information is that in Budva not a single bar has a license for live music. So according to the information that we received from the Secretariat for the Economy, 16 requests were submitted by restaurateurs, but not a single permit was issued," said Radjenović.
A German tourist grabbed the receptionist's tie
The director of Hotel "Aleksandar" within TN "Slovenska plaža" Ranko Popović said that theirs is directly threatened by the discotheques located in the immediate vicinity.
"We have incredible scenes, guests ask for a transfer every day, but unfortunately also the rooms that are at the back of the hotel and the amount of noise in them is unbearable. During the day, we have ten transfers from one part of the hotel to another. We had an unpleasant scene a few days ago, when a guest from Germany attacked the receptionist, precisely because of the noise problem, he broke at the reception desk and grabbed the receptionists by the tie, the security had to react. I call the emergency service, the Municipal Police and the inspection every day, but there is no progress. We are the most vulnerable, if something urgent is not done If the company takes over, we can close the hotel," Popović said.
The representative of the company "Dukley Hotel", which manages two five-star hotels and a residential complex of villas on Cape Zavala, Nina Gujić, requested the imposition of an emergency protective measure and the revocation of the license for the operation of discotheques.
"We have had unbearable noise since July 1, daily negative comments from our guests. Three guests have already canceled their penthouses and are asking to leave our hotel complex to get their money back," emphasized Gujić.
Jovanović: We will place loudspeakers in front of the Municipality and broadcast music
The president of the Budva Catering Association, Aleksandar Jovanović, assessed that there are obstructions of the municipal services to solve the noise problem.

"It's all over the place, we simply meet every week, and there are no results. They simply force us to take some measures by their inaction, such as roadblocks, the Old Town. If they don't listen to us, then we will point out the problem through civic activism. Yes let's put loudspeakers in front of the Municipality and show the citizens what it's like in the Old Town. We know that the same bars broadcast loud music," said Jovanović and added that the season is passing, and the noise problem is not being solved.
He said that the initiative of locals and restaurateurs came to make this city better.
"We don't want Budva to be recognized as a place to have fun, but a city that has many attributes to offer tourists, from cultural and historical to natural beauty, and not noise and chaos. Nobody wants the music to go out, but it shouldn't be in the urban cores where it creates chaos. Unfortunately, Montenegrin tourism has turned into two months, youth tourism, which is not sustainable. This year has shown many problems, but noise is one of the biggest problems that drives away serious guests," said Jovanović.
Old Town residents can't take it anymore, Old Town must be a quiet zone
Luka Vučković, a member of the Council of the MH "Star grad", said that the situation in the past two weeks was again the same as at the beginning, and that if there was progress, now the noise problem has escalated again.
"The situation is bad again in the Old Town. We had a meeting, it is unbearable and the citizens of the Old Town do not want any more compromises. They demand that the law be respected and that the Old Town and the contact zone be a quiet zone. they haven't done that so far, they simply spring up like mushrooms after the rain. We want a clear strategy, to protect citizens, to guarantee them a peaceful and dignified life, or to become a circus. If that's the point of our tourism, then let's put double windows, and we too let's put on speakers and let's all make a circus. Or we'll bring order, because there is no compromise as far as the Old Town is concerned," Vučković said.
The representative of JU "Grad Teatar" Iva Midorović said that the Grad Teatar festival was created to revive the Old Town, but that they have had a noise problem for years, which is evident at the time when performances are held.
"We have the most problems with venues with live music. Colleagues from other festivals like Dubrovnik have no idea what we have to do for the show to take place in the Old Town. Finally, we are asking for the law to be implemented," said Midorović.
The president of the "Podkošljun" MZ, Ivan Marković, said that what is happening in the neighborhood below the Lugovi stadium near the controversial discotheques is catastrophic.
"Last Monday, that "volcano" exploded. Citizens call me complaining about the loud music. I called the Municipal Police and reported it. Then the owner of one of the discotheques called me and said that I was reporting the noise from his bar. They accuse me of taking away from them bread from the mouth," said Marković, stating that it is incorrect how the Communal Police works to report who files a report.
Communal police decimated: Two municipal police officers solve the noise problem
The head of the Municipal Police and Inspection, Darko Čelebić, said that there are only two municipal police officers authorized to solve the noise problem.
"It's a catastrophic situation, because only two municipal police officers can perform their work tasks. Two municipal police officers are on sick leave, one is under disciplinary proceedings. We are breathing on ventilators. We asked a certain number of local governments to give us a certain number of communal police officers, but they told us that they can't meet. I'm afraid that we will see the end of the season decimated," said Čelebić.
He announced that he would initiate proceedings to revoke the license of a discotheque on Slovenska Beach.
Višnja Orban, assistant director of the Pole Inspection Authority, said that the local inspectorate is responsible for the noise problem.
"We noticed that the noise is pronounced, especially from the Slovenian coast. We have complaints about noise in other places as well," said Orban.
