Insulting, discriminatory and hate speech was recorded in 577 media contents, of which 353 on the portals of three daily newspapers, and 224 on the Aktuelno and IN4S portals. In only 32 cases, problematic speech was recorded in the texts, while other examples were found in the comments of visitors.
This was shown by the analysis of the content of five Montenegrin online media, which was carried out from April 20 to June 20 by the non-governmental organization Media Centar.
The President of the Assembly Media Center Dragoljub Duško Vuković, who presented the results of the analysis, said that none of the texts published in that period on the portals of the three daily newspapers contained offensive, i.e. discriminatory speech and hate speech, while, he claims, on the portals of IN4S and Aktuelno found in 32 texts, of which seven on the first and 25 on the second portal.
Vuković pointed out that the political affiliation or orientation of individuals or groups of people most often "inspires" the authors of messages in comments, which was recorded in 413 cases. He explained that they are followed by national affiliation, then religious affiliation, but that in total it is far less than political affiliation.
In the comments in all five analyzed media, 461 messages containing offensive/discriminatory speech were recorded, of which 422 were in comments on content published on daily newspaper portals, and 39 on the IN4S and Aktuelno portals.
Hate speech was recorded in comments on published texts in 230 cases, of which only 63 were on daily newspaper portals, while the rest (167) were recorded in comments by visitors to the IN4S and Aktuelno portals.
Hate speech that more or less explicitly calls for violence and even the elimination of certain individuals and groups is not recorded in comments on texts published on daily newspaper portals, but is recorded in comments on media content published on Aktuelno and IN4S portals. Associates of the Media Center recorded 64 such examples - 48 on the IN4S portal and 16 on the Aktuelno portal.
Vesna Rajković from the Media Institute said that almost all research shows that there are three channels through which hate speech and controversial speech, insults, slander...
She clarified that these are media from the region that are widely read in Montenegro, right-wing media and accounts on social networks.
And Rajković believes that there is no hate speech in the editorial content of the established Montenegrin media. She pointed out that it is important to increase the number of reports when it comes to the spread of religious, racial and national hatred, but also that the punishments are often below the legal minimum, that is, most often conditional sentences.
