Đurović will urge the employment of 10-15 communal police officers in Budva due to noise and other problems

In addition to the implementation of intervention measures that should improve the situation as much as possible during the current tourist season, the adoption of new regulations was also announced, which will additionally regulate the noise problem, which would create even better conditions for the future period in order to raise tourism as a whole to a higher level. level.

It is one of the conclusions of today's meeting, which was held on the initiative of Minister Goran Đurović today in the premises of the Ministry of Economic Development and Tourism.

The meeting was attended, as announced, by representatives of the Local Communities from Budva, the Association of Hospitality and Hoteliers, as well as the citizens of Budva with the Minister and his team.

The topic of the meeting was the problem of excessive noise in Budva and the measures that are being implemented in order to urgently solve this problem, which prevents the citizens of Budva from living a normal life during the summer season and deprives tourists of the peaceful and comfortable vacation they expect.

In the introductory part of the meeting, as announced, it was pointed out to what extent the problem of excessive noise negatively affects the everyday life of the citizens of Budva, and at the same time it collapses the tourist offer of this destination and reduces the tourist product of the city to the lowest possible level.

It was pointed out that in this way this problem has a disincentive effect on the further development of Budva as a tourist destination, thus driving away serious investors, in the segment of investments in high-class hotels, given that existing hoteliers are struggling very hard with numerous challenges, among which the problem with noise is foremost.

It was pointed out that this problem of noise is current on the entire Montenegrin coast and that it has become a serious problem for Montenegrin tourism, as indicated by professional associations from almost all coastal municipalities.

A major problem regarding the protection of the cultural and historical heritage of the Old Town, as a cultural monument, was also emphasized, which should be adequately protected by the current legislation. This problem of not taking care of the Old Town also ultimately affects the degradation of the tourist offer of the city, where tourism in recent years is unfortunately reduced to cheap accommodation, fast street food, drinks and food from supermarkets, spending time with loud music from improvised terraces throughout the day, etc. , while serious investments in tourism, i.e. hotel and restaurant facilities, unfortunately suffer.

Those present emphasized that the initiative they are carrying out in Budva to solve the noise problem in the last two months is exclusively civic activism, initiated by an intolerable situation, and that it has nothing to do with any political entity or political party, as was insinuated at the last meeting with representatives of the local administration. July 25.

Đurović expressed full understanding of the listed problems and gave unequivocal support in further solving the existing situation and solving noise problems.

Representatives of the local communities present emphasized that other local communities from the Budva area are actively participating in this initiative, and that the problem is not only related to the Old Town area, but to the area of ​​the entire city of Budva. In this regard, the representatives of the local communities indicated the measures that they believe can give results already during this season and which were clearly noted in the conclusions of the regular meetings with the representatives of the Municipal Police and the local city administration.

Those are:

• Control of Decisions for the performance of the music program by competent inspection authorities
• Control of the Elaborate on the setting of the mandatory sound limiters and the 6-monthly report on the regular service of the limiters. This is the responsibility of the Municipal Police
• Control is a solution for working with all problematic hospitality facilities with a check that if and to what extent the terrace from which excessive noise is emitted is overlooked by the Program of temporary locations 2019-2023 for the Municipality of Budva.
• The Decision from 2019, which was insisted on by the local government authorities, will be put into effect, which is directly related to the Law on noise pollution in the living environment, which declares the area of ​​MZ Stari Grad as a quiet zone in the agglomeration.
• Urgent procurement of a certain number of sound meters for noise measurement and more active work of the Municipal Police, which with the help of these meters would introduce better monitoring of the situation in problematic places in the city and thus more efficient application of the law.
• Urgency with the representatives of the Government of Montenegro in the Board of Commissioners of the Municipality of Budva to urgently put this topic and the problem of noise on the agenda and order the local administration to implement all measures to solve it.

Đurović said that he would urge the Ministry of Finance to approve the employment of an additional 10-15 municipal policemen for whom the President of the Municipality of Budva said that they were trained for work, but that due to the absence of approval from the state administration, the Municipality of Budva has no possibility to hire them.

In addition to the implementation of intervention measures that should improve the situation as much as possible during the current tourist season, the adoption of new regulations was also announced, which will additionally regulate this noise problem, which would create even better conditions for the future period in order to raise tourism as a whole to a higher level. level. Representatives of associations of caterers and hoteliers, as well as representatives of local communities, expressed interest in actively participating in the preparation of the new legislation.
