The Ministry of Internal Affairs (MUP) has not been issuing license plates for at least a month, and owners of motor vehicles and motorcycles, as told by the readers of "Vijesti", will wait at least as long.
"I registered the scooter a month and a half ago and there are still no plates. I called the registration house, they tell me that the Ministry of Interior does not have plates," one of the readers told the newsroom.
Another, who was at the MUP this week, said that he was told that he would have to wait another month for the license plates.
The department headed by Filip Adžić told "Vijesta" that, according to the Law on Administrative Procedure, they are obliged to make a decision on the request of the parties within 30 days, from the day of initiation of the procedure, and that there is no delay in that sense.
"According to the available records, in relation to these requests, there are no delays, but submitted requests are resolved within the deadline prescribed by law. This Ministry overcame the impasse that arose regarding the delivery of plates. A contract has been concluded for the supply of all types of license plates and we expect delivery in the next few days," the department said.
According to data from the electronic system of public procurement (CEJN), on July 12, a call for the procurement of plates was published, and yesterday the outcome of the public procurement was also announced.
As stated, the joint offer of the Montenegrin company "S&T" with the Polish "Utal" was chosen.
According to the invitation, the value of the public procurement is less than 20.000 euros, and "S&T" and "Utal" offered a price of a little more than 14.800 euros.
The validity period of the offer is 60 days from the day of opening, and the contract on public procurement is concluded for a period of 90 days and the delivery of goods is carried out successively.
"The interval between two orders must be at least ten days. The ordering party can request, in urgent cases, delivery in a shorter period than the one mentioned, provided that the quantity and the period are in accordance with the technical capabilities of the bidder", states, among other things, the conditions set by the Department of Internal Affairs.
The procurement of plates for motor vehicles, motorcycles, as well as the procurement of plates for attached vehicles is planned.
Of this, the largest number is planned for Podgorica - 1.662 pieces for motor vehicles, while 290 pieces are being procured for other municipalities. For Nikšić and Podgorica, the plan is to purchase ten and 21 license plates for attached vehicles. For motorcycles, the Ministry of Interior will buy ten plates for Podgorica in this procurement, and the same number for mopeds.
The plan is to purchase more license plates for diplomatic vehicles, three pairs for the United States, two each for Italy and Hungary, and four pairs of plates for the Delegation of the European Commission in Montenegro.
On the same day when the call for the procurement of less than 20.000 euros was announced, the minister signed the decision to cancel the procedure for the public procurement of license plates worth about 450.000 euros because no correct decision was submitted.
In addition to the Montenegrin-Polish consortium "S&T" and "Utal", two other Podgorica companies - "Gajić - GBB OD" and "Znak" applied for that tender.
The complaint was then filed by the company "Gajić - GBB OD", stating that "since 2014, we have been continuously pointing out the omissions made in public procurement procedures of the MUP, which is why there is an interruption in the supply of license plates, and immeasurable damage is being caused to the state and citizens .”
The document, which is available on the CEJN portal, states that in July and August of last year, there was a several-month interruption in the supply of license plates to the MUP.
"At that time, contrary to the current framework agreement, the Ministry announced a new tender, which was then declared unsuccessful because there were no interested parties, so that the procurement of license plates would later continue according to the previously signed framework agreement. That and all the previous 'failures' when it comes to the acquisition of license plates give us the right to doubt the actions of this state body, without the intention of dealing with the culprits of these 'failures', believing in the institutions of the system, including the Special State Prosecutor's Office", it is written in of the company's appeals to the Commission for the Protection of Rights in Public Procurement Procedures.
