Two families who ceded their land and homes for the construction of the Urgent Center in Podgorica, have not received the keys to the agreed-upon apartments even after two years.
The Ministry of Health did not respond to the questions of "Vijesti" in this case, while the Clinical Center of Montenegro (KCCG) said that earlier this year, that health institution carried out "all necessary legal actions in order to finally resolve this issue, in the interest of all involved parties".
"The documentation has been submitted to the Ministry of Health for further processing," claim the institution headed by him Ljiljana Radulovic, with the belief that this issue will be resolved soon.
The emergency center will be built in the area of KCCG, including on the plots of the Đurović and Radojević families.
Back in August 2020, a statement was signed according to which the members of the two families agree to accept the agreed apartment in the name of land and house expropriation. The agreement was then described as "the first step towards the construction" of the Emergency Center.
"Since that date, i.e. after the appointment of the new KCCG administration, despite all efforts to be informed and implement the agreements reached, we have been met with rejection. Considering that we cannot get any information from KCCG, please allow us a meeting with the representatives of your Ministry. I would like to point out that after signing the aforementioned statement, we moved out of the house in Kruševac within a week," states the email of a member of the Đurović family, which was sent, among other things, to the addresses of the Minister of Health in mid-June. Dragoslav Šćekić and the Secretary of State Vladimir Obradović.
The Đurovići told "Vijesti" that they had not received an answer from the Ministry in the meantime.
Yesterday, during his visit to KCCG, Šćekić said that they started creating the conditions for the construction of a new emergency block.
"We need to create conditions in the technical sense first, and the project assignment has just been completed. It is up to the Ministry of Ecology and Spatial Planning to call for a tender for the conceptual solution, and then we will move towards a project that will create the conditions for us to start the works at full capacity next year," said Šćekić.
Prime Minister Dritan Abazovic he pointed out that the most important thing is that the procedure for the new Urgent block is underway and that the tender is expected to be announced soon.
"We think that by the end of the week we will have some corrections, and after that the ministry can open a tender, in order to move towards a preliminary solution," said the prime minister.
During the meeting with the director of KCCG Ljiljan Radulović in May, Šćekić said, among other things, that in terms of infrastructure, certain started projects must be implemented and significant preparations must be made for the construction of new facilities that will mean a lot to the health system and Montenegro.
"I'm thinking first of all about the Emergency Center, and something that should have already been implemented is the Mental Health Clinic, the Infectious Diseases Clinic, the Hematology Clinic and others. We believe that this is an important step that will significantly improve the conditions for the work of healthcare workers, as well as the quality of services to our citizens, with the desire that they use the services of the healthcare system as little as possible, but when they do use them, they should be at the highest level", the minister emphasized during the meeting in May, shortly after taking office.
At the end of last month, Šćekić and Radulović officially started the construction of the Mental Health Clinic, estimated at around six million euros.
Šćekić's predecessor, Jelena Borovinić Bojović, requested in July of last year the issuance of conditions for the preparation of technical documentation for the construction of the Urgent Center.
The total area of the new health facility will be 10.500 square meters, and it will house the Emergency Department with accompanying facilities, operating rooms, intensive care unit, patient rooms and diagnostics.
15 percent of the salary for the employees of the Emergency Center
Šćekić and Abazović announced yesterday that the employees of the KCCG Emergency Block will be rewarded with a 15 percent higher salary on their next salary.
They also announced that in September, possibly at the beginning of October, the foundation stone for the construction of the Clinic for Infectious Diseases is expected to be laid.
Šćekić said that the goal of the department headed by him is to raise the quality of health care to the highest level, so that citizens have more confidence in health workers.
Abazović said that they had to somehow show respect for the employees of KCCG, saying that for the government, healthcare is a "top priority".
"There is no more stopping when it comes to investing in healthcare. Every health center, even a minimal one, will be rewarded and supported in some way, in order to create better conditions for the provision of services", he said.
