The municipality of Ulcinj offered the company "SJ Property" to buy their unfinished building in the Old Town, and in return give them a plot in Pinješ or Ulcinjsko polje, where the local government is the owner of the property.
This was confirmed by the President of the Municipality to "Vijesti". Omer Bajraktari, stating that it would be the best option for both the Old Town and the Municipality, which would end the decade-long saga surrounding the construction of the building on the southern part of the ancient walls.
"I told the owners in a conversation last week that they can't build anything there and that they won't be able to, and that's why this solution is the best option," said Bajraktari.
He added that if the company accepts the offer, they will put the building in the Old Town up for public discussion and see what the best solution is and what should be done with it.
The company "SJ Property" announced that they acquired land with an already built facility in the Old Town with the intention of engaging in high-class tourism, which is still their intention.
"But in view of the administrative barriers that arose after that, and at the initiative of the Municipality of Ulcinj, we started a conversation about a possible exchange for real estate owned by the Municipality of Ulcinj on the principle of proportional value," the company's answer to the questions of "Vijesti" reads.
"SJ Property" became the owner of the plot with the associated building in the Old Town in 2018, and since the purchase it has not performed any work, nor has it been able to do so. The previous owner of the land with the object was the company "Butua resort".
The company "SJ Property" was founded on February 21, 2018, and already in June of the same year it became the owner of the plot and unfinished building in the Old Town. In the real estate list, as "Vijesti" previously published, it is stated that there is a building under construction on the plot according to the building permit dated December 7, 2006, which was then issued to the Zec family from Ulcinj for a business-residential building of 738 square meters with a ground floor and two floors. After that, the Zec family sold the plot, and the investor became the company Ulcinj Resort from Kotor. The founders of that company were Vsevolod Glukhovtsev and "Butua Resort" from Bar.
In June 2009, Ulcinj Resort was prohibited from building due to deviations from the construction permit. Olga Orlova became the director of the company in 2009, and the Municipality rejected her request to issue her a permit for the existing oversize dimensions. In April 2015, half of the ownership in the company was taken over by Bestinvest from Moscow, while the other half was retained by Butua resort. Gorica Đikanović then becomes the new director. However, two months later the Muscovites leave the company and the sole owner is the Butua resort again. From 2016, the new director was Novica Milić. The new owners, despite having a building permit, cannot yet continue building the building because the DUP for the Old Town has not been adopted.
In 2014, the Directorate for Inspection Affairs announced to "Vijesti" that the building inspection determined that the investor has a building permit, but that he is not building in accordance with it. By then, the investor had managed to finish the rough work on the ground floor and first floor, and this is still the case today.
And the Administration for the Protection of Cultural Assets from Cetinje six years ago invited the then investor to complete the construction of the building in the Old Town in Ulcinj in accordance with the main project from 2002, which has conservation consent.
