The public company for the management of marine assets is ready to buy the dilapidated building of the former Yugoslav River Shipping Company (JRB), an authentic building just fifty meters from the Old Town that was owned by the bankruptcy administrator of the failed company "Vektra Montenegro". Dragan Brković offered at auction.
This was confirmed to "Vijesti" by the President of the Management Board of JP "Morsko dobro" Blazo Radjenovic, clarifying that the state-owned enterprise intends to borrow.
Mayor of Budva Milo Bozovic sent a letter of intent to the Public Enterprise two weeks ago, requesting that the state-owned company that manages the coast buy the JRB building, which is located in the marine property zone, because the local administration was unable to participate in the auction scheduled for September 19, because it did not provide for this year's budget allocates eight million euros for the purchase.
The bankruptcy creditor in the proceedings before the Commercial Court for the bankruptcy debtor "Vektra Montenegro" announced the sale of part of the property by public collection of written offers in sealed envelopes. The subject of the sale is real estate, the estimated assets of which total 14,6 million euros, of which the JRB building is valued at 7.970.000 euros.
At the end of August, the bankruptcy administrator informed the Municipality of Budva that they can apply in accordance with the prescribed procedure if the local administration or state authority "intends to buy the real estate of the former JRB".
"Based on the letter of intent from the Municipality of Budva sent to 'Morsko dobro' - to enter into the bidding process for the purchase of the JRB building and land, I, as the president of the Management Board of JP 'Morsko dobro', have already thought about returning this building to the possession of the state of Montenegro, and scheduled an urgent electronic meeting of the Board of Directors for August 26, 08, where we adopted by majority vote the Decision to obtain all necessary consents from the departmental Ministry of Ecology, Spatial Planning and Urbanism, the Ministry of Finance and the consent of the Protector of Property and Legal Interests of Montenegro, in order to participate at the auction. In addition to these agreements, the adopted Decision of the JPMD Board of Directors also implies the provision of funds from loans by commercial banks, although JPMD is today able to participate in and buy the JRB building without taking out a loan, due to responsible and homely operations, "Rađenović told "Vijesta".
According to him, the funds that JP "Morsko dobro" currently has in the account are planned to be invested in capital infrastructure projects and investments.
"I also believe that the restoration of the building of the Yugoslav Rijeka Shipping Company is of strategic interest for both Budva and Montenegro. Feedback The information that I have up to this moment is positive on the Decision that I made and by the relevant Ministry headed by Mrs. Ana Novaković Đurović, as well as from the Ministry of Finance, and soon I expect a response from the protector of property and legal interests of Montenegro. According to my knowledge, the auction for this building is scheduled for a couple of weeks, and for those reasons I made the Decision at an urgent electronic session. At the same time, we are sending a message that the Government and its companies have changed the negative narrative from the previous period, when state property was destroyed and the new owners were closely connected to the regime, we want to manage citizens' money in a responsible, transparent and rational way, and this is just one of a series of examples with which we will prove it", pointed out Rađenović.
Brković, close to the political top of the DPS, traded an attractive property almost two decades ago for three million euros from a citizen of Belgrade. Nenad Djordjevic, a former high-ranking official of JUL.
For years, Đorđević, who was also the owner of a land complex on the island of Sveti Nikola, which he later sold Stanko Subotic Canet, intended to turn JRB into a hotel, build a small marina and other related facilities for high-paying clientele. As he was not allowed to do so, because the planning document was not brought, he decided to sell it. The company "Vektra" from Podgorica enters the scene at the zenith of business success.
Even Brković did not manage to realize his visions immediately, during the investment boom when many foreign businessmen were interested in investing in Budva. On its website, "Vektra" previously had a detailed elaboration of all the projects it intends to implement, including plans for JRB.
Brković pledged this property in the name of credit lines of a total of 60 million euros with domestic and foreign banks.
The building has been falling into disrepair for years, and in previous years there have been initiatives from the Municipality to buy it and thus return it to the ownership of the city.
Last year, the Administration of Local Public Revenues of the Municipality of Budva initiated the procedure for compulsory collection of a tax claim in the amount of 170 thousand euros from the company "Vektra Montenegro", and after it was not settled - a mortgage was registered on the JRB building.
