Mayor of Budva Milo Bozovic together with his associates, he started negotiations with the representatives of "Lovćen Filma", after which the company abandoned its radical intention to close the "Cadmus Cineplex" cinema in the TQ Plaza complex.
"Lovćen Film" has given a deadline to the Municipality of Budva that they will be forced to terminate the contract and close the "Cadmus Cineplex" cinema by October 20 at the latest, if negotiations do not begin within five days to resolve the multi-year accumulated problems related to the rejection of the contracted financial the obligation of the local government towards that company. They also warned that by closing the cinema, the employees would lose their jobs.
"We had a meeting in the Municipality with President Milo Božović and his associates. We are well on our way to reaching an agreement. The municipality expressed its position that the cinema must not stop working, but must continue to work with quality. The position is that the cinema must not be closed at any cost", the executive director of "Lovćen film" told "Vijesta" Marko Kentera.
He stated that they also agreed that "Lovćen Film", for its part, would drop several disputes it is leading against the Municipality.
"Let it be an introduction and some demonstration of our good will to continue the negotiations and finish them relatively quickly. We offered the Municipality that we are ready to reduce some of their obligations, in order to reach an agreement as soon as possible, because we are in a very difficult financial situation. This is something that we need to resolve in the next few days, in order to reach a final solution," Kentera emphasized.
He said that the goal is to reach all agreements by December 1.
"The municipality is of the opinion that the contract should remain and that the cinema should not be closed, because any closure of the cinema would be permanent, and that they would not allow the closure at any cost, which we recognized as a very good and well-intentioned move, for the first time in the past seven years by the Municipality", said Kentera.
The municipality and "Lovćen film" concluded the contract in 2014, after the Municipal Assembly gave the green light. By contract, the municipality has committed to give "Lovćen film" about 20 square meters of business space and about 1.500 square meters of non-residential space in the TQ Plaza complex for 200 years, and pays 199 euros annually in subsidies. Biskop was officially opened in 2015, but after the change of government in Budva in 2016, the Municipality initiated a court case to terminate the contract, and deleted subsidies from the budget. Followed by mutual lawsuits and several court cases between the two parties.
"Lovćen Filma" previously warned the Municipality that in the event that the bilocal administration runs the cinema itself, the annual loss would be at least 366 euros.
"We are also the only institution that works 363 days a year and that offers its services during working hours longer than all local cultural institutions put together. Please keep in mind that we organize over 500 events for children, young people and pensioners every year. are either completely free or at subsidized prices. We organize plays, concerts, films, etc. almost every day, we promote Yugoslav and Montenegrin culture in the best possible way. We state all this because we think that the damage due to the closure of such an institution would be irreparable for our fellow citizens. We also point out at the end that after the closing of the cinema (which, unfortunately, it seems to us, is inevitable) due to the specificity of the equipment and workforce, any new opening would require big time and financial resources", previously warned the Municipality of Budva from "Lovćen film".
Ready to withdraw all other lawsuits against the Municipality
"Lovćen Film" is ready to solve the problems that burden both parties, which would start the payment of the contractual obligations.
"Here, first of all, we want to agree (change) the relationship regarding promissory notes, corrections of the so-called revaluation due to salary growth into revaluation through inflation, cancellation of obligations or part of the obligations that JP 'Mediteran Reklame' has according to the decision of SO Budva from 2013 and according to the contract from 2014 ., cancellation of the obligations or part of the obligations that JS RTV Budva has according to the decision of the SO Budva from 2013 and according to the contract from 2014, cancellation of the obligations regarding parking for employees that JP Parking servis has according to the decision of the SO Budva from 2013 and according to contract from 2014, the withdrawal of all lawsuits that 'Lovćen film' d.o.o. has against the Municipality of Budva on the aforementioned issues, as well as the regulation of the problem of usurped space on the ground floor and on the first floor of the cinema and so on. Namely, we believe that a quick and easy agreement on these topics would open up the space, if both parties are good and sincere in their intentions, to approach first the payment of your arrears and then all other open issues", is the offer of "Lovćen Filma" addressed to the Municipality of Budva .
