The director of the Center for the Protection and Study of Birds, Jovana Janjušević, called on Prime Minister Abazović to dismiss the director of the National Parks because, as she says, "he is obstructing the rehabilitation of such a valuable area, not justifying his inaction, ignoring numerous emergencies, while we are running out of time and very short the time window when we could carry out the rehabilitation of the bentos".
At the International Conference for the Protection of the Ulcinj Saltworks, she added that, "thanks to the management, today we will not celebrate the restoration of the embankment at the Ulcinj Saltworks. Thanks to the responsible persons of this public company, who, despite the conclusions of the meeting with the Minister of Ecology, Mrs. Novaković Đurović, to sign this request as soon as possible they didn't do it by the deadline 15 days ago".
She asked to investigate the intentional non-signing of the remediation request that should have been submitted to the Environmental Protection Agency, in order to start with the remediation work on the embankment that represents the veins of the Ulcinj Saltworks.
He points out that they "spent four long years on a very simple procedure, and then learned that nothing is simple with the Ulcinj Saltworks".
He says that this thesis was confirmed "by the later drafts of the Special Purpose Spatial Plan for the coastal area, which initially contained as many as 1500 beds in the area of the salt pan itself, which, believe it or not, is 4 times the accommodation capacity of the hotel we are currently in".
"Fortunately, the campaign we ran at the time foiled the plans of the department at the time, which was called "sustainable development", Janjušević pointed out.
"After that came the expectation that the salt works will get an adequate manager. The new deadline is the end of this year and we sincerely hope that we will welcome Godo and experience the moment that the Ulcinj salt works will be managed by professional people," the announcement states.
He points out that during that time CZIP with partners: the German Euronatur foundation, the European BirdLife office, the French Tour du Valat and the local organization Dr. Martin Šnajder Jakobi, carried out a whole set of activities: continuous monitoring of ornitofauna, while the future monitoring scheme of complete biodiversity will be established in the next two years.
Among concrete protection measures, Janjušević highlights the installation of three platforms for nesting birds, terns and pelicans, given that the natural islands or embankments have eroded, while the value of the platforms is 53 thousand euros.
He emphasizes that the renovation of the museum and the renovation of the roof with the installation of solar panels to make it energy efficient are underway, including furniture and an educational display that was made for the needs of the museum in Spain with special technology worth approximately 160 thousand euros.
"This amount also includes the provision of water, the renovation of the porter's house where the rangers stay, who also received a set of uniforms and winter equipment. Through two grant schemes, the local community was empowered in the total value of about 60 thousand euros for the development of a business based on sustainable development in conjunction with the benefits provided by the Ulcinj Saltworks," says Janjušević.
She praised, as she says, a bright spot in the past seven years, the initiative of the Protector of Property and Legal Relations of Montenegro, to resolve the issue of ownership in the area of the former factory, which was the initial capsule for investing financial resources of the MAVA Foundation in measures to restore the embankment.
Janjušević stressed that the damaged ecosystem would be restored to its original state, and the biodiversity that depends on humans would be given the chance to service tens of thousands of birds and several hundred species on their demanding migration. In this name, the MAVA foundation provides 535 thousand euros.
From these funds, the CZIP, in agreement with the working group established by the Ministry of Ecology and Spatial Planning, which includes representatives of the Environmental Agency, National Parks, the Municipality of Ulcinj and members of the Martin Šnajder Jakobi association, procures and prepares actions for the implementation of activities , i.e. four benchmarks from the Action Plan for Chapter 27.
Janjušević emphasized that this is a prerequisite for the main document, which is an integral part of the request for the rehabilitation of the salt pan, which is legally the only one authorized to sign by the director of National Parks, the current manager of this site, which, except for one cleaning action also organized during this project, has never he was neither interested in going down nor visiting the locality he manages.
He emphasizes that Solana is losing the battle for recovery, so they are forced to return 200 euros, because they cannot use the money allocated to them.
"We may have acquired pump 31, which is the heart of the salt pan, and we hired former workers whom we lovingly call salt pan cardiologists, but all in vain if we did not perform a single bypass, if we did not install a single pacemaker to bridge until next year that this patient we are maintaining in life, all these years are bridges to the next more significant action," said Janjušević.
The prime minister called for establishing corrupt practices in state institutions, so that the burden would not always fall on the non-governmental sector.
