Right Montenegro submitted to the parliamentary procedure an amendment to the Law on the Census of Population, Households and Dwellings, which requests that the question of the existence of disabilities and types of disabilities be included in the census among other issues.
They point out that the data collected through the population, household and housing census are very important for policy planning in various areas.
"Persons with disabilities were not properly included in the last census held in 2011. The consequence of this is the fact that today we do not have accurate data on persons with disabilities on the basis of which appropriate policies could be planned and implemented to improve their position. We note that Montenegro ratified the UN Convention on the Rights of Persons with Disabilities back in 2009, by which it undertook to respect their rights and to create equal opportunities for their participation in civil, economic, social, cultural and all other spheres of life," the announcement states.
They add that it is necessary to determine the exact number of people with disabilities in order to provide them with equal opportunities in social life.
"Each type of disability requires solving specific problems faced by people with disabilities, including removing barriers and enabling access to various educational, cultural, sports and other contents under equal conditions. Removing certain barriers and ensuring accessibility requires certain resources that must be planned accordingly with the number of persons with disabilities who need these funds. Therefore, the solution that Prava Montenegro proposes with this amendment implies that, among other things, data is also collected on persons with disabilities according to the type of disability, in order to obtain more precise data on the number of persons with disabilities, and with the aim of planning and implementing policies to improve their position in society", concludes the Prava press release.
