Since the beginning of the campaign "Remove illegal landfills", which began on November 1, three out of 15 illegal landfills on the territory of Beran have been rehabilitated.
The action was organized by the municipal companies Komunalno and the Agency for Construction and Development of Berane, in cooperation with the media house "Ivangrad Studio" and the Municipality of Berane.
Director of Communal Milan Lekić told "Vijesta" that the plan is to clean up all landfills first, but also to carry out permanent monitoring in order to prevent the formation of new ones, if possible.
"The number of illegal landfills that we plan to completely remove is very difficult to definitively determine, because our research procedure, which preceded the action as a preparation for it, showed that it is justified to expect that, even at the moment we are talking, someone might be 'working' on formation of a new landfill," he said.
The locations where illegal dumps have been removed since the start of the campaign are across the street from the local cemetery in Donji Luge, next to the Berane-Lubnica road, along the Bistrica river and in Beransel.
Lekić explained that in addition to buying waste, they rehabilitate the entire area with working soil, with the installation of an adequate fence and notices.
Increased focus on environmental protection
Answering the question of how they store or destroy the waste they remove from the wild landfill, Lekić says that "they try to do everything in accordance with the regulations and generally accepted instructions for waste disposal with an increased focus on environmental protection."
"Municipal non-degradable waste is separated, collected in trucks (garbage trucks) and taken to the city landfill. Part of the biowaste remains sorted on site, because it is non-hazardous and degradable, and we dispose of construction waste at a specially designated location for this type of waste," he said.
Lekić also points out that the problem with the formation of illegal landfills has been a decades-long problem in Berane, and that he believes that it has been exacerbated by a general change in lifestyle, which is characterized by increased consumer activity of citizens, which causes an increase in communal waste, which should be disposed of in an adequate manner.
"However, no matter how it was before, we believe that it is a problem that is not insoluble, so we are motivated by the desire to keep Berane as a clean city, we took action to first clean it completely, but also to maintain that cleanliness in cooperation with our fellow citizens. There is no doubt that a clean city is in the interest of every Beran resident. The new local administration in Berane has this in mind," says Lekić.
By educating citizens to a cleaner city
According to Lekić, the action was conceived as a concrete activity in the field of cleaning and remediation of illegal landfills, but also to have an acceptable educational dimension.
"We believe that by increasing citizens' information about the results of our work, we will raise their motivation for cooperation to a much higher level. The greatest help can be provided by those who will not dispose of waste beyond the designated places where containers have been placed", says the director of Komunalno.
As he said, that city company will deliver instructions for the disposal of bulky waste to citizens along with monthly bills, with instructions on where and how to store such waste.
He adds that along with the instructions, he will also deliver material on the basis of which the citizens will recognize their "work results".
Lekić believes that this will give birth to a synergistic feeling and the will that this action results in great inclusiveness, which will produce visible changes for the better.
They will monitor illegal waste disposal
The monitoring of illegal waste and the sanctioning of such behavior will be monitored by the Municipal Police and the Secretariat for Inspection Affairs, whose responsibility it is to monitor such procedures.
"As organizational units in charge of the local administration, these two services will monitor and prevent the formation of new illegal landfills. This work is not small and I believe, especially in the beginning, a lot of activity from our local services will be needed, but I think we will be able to deliver the results of our work to the citizens after a certain time", says the director of Komunalno.
Ultimately, as Lekić points out, the goal is to respect the law "and nothing else".
