Public institutions and their employees have a significant role in the implementation of strategic documents and are the bearers of changes for a more gender fair and equal public administration in all areas of its work, it was said during the panel discussion "Gender Responsible Communication in Public Administration".

The panel discussion was held during the fourth day of the Gender Equality Week in the Human Resources Administration.

As announced by UNDP, the event is part of the joint efforts of that international organization and the Administration aimed at strengthening the knowledge and capacity of public institutions and their employees in recognizing stereotypes in public discourse, as well as in relation to gender principles in communications.

Acting Director of the Administration, Đuro Nikač, pointed out that gender equality is at the heart of efficient, transparent and inclusive public administration.

He said that he will strive to be the best promoter of the principle of gender equality through the activities of the Administration.

"The Administration for Human Resources, as the central institution for the education of all employees in the public administration, in the past period, through partnership with UNDP, strengthened its capacities, which will enable better integration of the principle of gender equality in the work of the public administration in the coming period", said Nikac.

The permanent representative of UNDP in Montenegro, Daniela Gašparikova, emphasized the importance of the culture of memory for the process of emancipation and creation of values, adding that today they show part of the female heritage of Montenegro and celebrate the women who contributed immeasurably to the development of Montenegro.

As she said, when talking about a gender-responsive social environment, one cannot forget the important role of the system's institutions.

Gašparikova said that the institutions in their mandate are obliged and responsible to create policies and a system that provides all citizens with equal chances and opportunities to live the life they want.

"In this regard, we recognized the Human Resources Directorate as a key link in the process of strengthening the capacity of employees in the public administration, which entails improving their skills for integrating a gender perspective in all segments of their work, including gender-responsive communication," said Gašparikova.

As announced by UNDP, at the event, which brought together experts in the field of communication, trainers and communication officers from public institutions, the publication "Gender Responsible Communication in Public Administration" was presented with an accompanying manual.

It is stated that, as part of the "Communicating Gender Equality" project, which UNDP is implementing with the financial support of the EU Delegation, and in partnership with the Ministry of Human and Minority Rights, the publication represents another valuable tool for further work on the establishment of inclusive public administration.

"Since raising awareness of the importance of gender equality also implies nurturing the female heritage of Montenegro, an exhibition was opened today in the Directorate, showing only a small part of women and their immeasurable contribution to the emancipation of Montenegrin society," the announcement says.

Illustrations and texts about these women are part of the Monograph "Women of Montenegro" edited by Svetlana Lola Milicković, Tijana Todorović and Olivera Todorović.

During the event, a Memorandum of Cooperation between UNDP and the Human Resources Administration was signed, which represents the basis for achieving the highest gender equality requirements contained in UNDP's Standard (Seal) of Gender Equality.

Joint activities, as pointed out by UNDP, will be continued through the project "Promotion of dialogue and joint actions to combat hate speech", which was financed through the UNDP portfolio for management, peace building, crisis and resilience.
