The proposed law on spatial planning and construction of facilities will bury sustainable development and tourism in Montenegro, said the mayor of Budva, Dragan Krapović, from tonight's large protest meeting at the "Academy of Knowledge" in Budva.
Representatives of all political parties in the ruling coalition in Budva (Democratic Montenegro, Democratic Front, Socialist People's Party, Demos, Citizens' Movement URA, Social Democratic Party and Liberal Party) called for the law to be withdrawn from the procedure, considering that it enables tycoons to selling off the few valuable localities that remained, and called on the representatives of the minority peoples in the republican parliament not to betray Montenegro, and not to vote for the proposed law.
"The proposal of the law aims to finally devastate our Budva, but also the whole of Montenegro. For a long time, we have been fighting to put the spatial resources that belong to all citizens of Montenegro into a function of general interest and that, when we have to spend them, we spend them in a strategically planned, cautiously and, most importantly, transparently. In that fight, we won important victories, victories that made it possible for the citizens of Budva to ask themselves what will happen to Miločerski Park, for example. Now they want to undo all that. When those few valuable locations are in by the hands of their tycoons, investors from the Cayman or Marshall Islands, what we think and want will not matter. It will not matter who is in power and with what program. Given that in recent days the Government of Montenegro, through the statements of Minister Pavle Radulović, has shown respect to local self-governments, between from the others and to us in Budva, that they are not capable of planning space, of adopting spatial and urban plans, that there is a lot of corruption, they say that the powers of the municipalities are not abolished, that we did not understand the bill properly, that this is a political story, etc., etc. I want to tell them from here that after the chaos and theft left by the DPS and the previous Government in Budva, we are now starting to rebuild our city and we will not allow the DPS Government of continuity to take away our right and chance to participate in planning our future," Krapović said.
He said that as far as corruption is concerned, the Ministry of Sustainable Development and Tourism (MORT) and the predecessor of Minister Radulović are synonymous with corruption in Montenegro.
"This law violates all possible international and domestic regulations. This law provides for expropriation in favor of private interest, even ex officio. This law abolishes the administrative procedure, as the only guarantee that anyone who has a legitimate interest based on the law has the right to participate in the procedure . In addition to what has been said, this law, as a low-quality document, if it is adopted, will bring complete confusion and chaos to the area of spatial planning, but also to the area of construction. My opinion is that this law is tailored with only one goal, and that is the final destruction. Pohara and handing over to well-known investors Buljarica, Dubovica, Jaza, Školja, Luka Budva and everything we have left after the first round of pohara. In a few days we will announce what is found and predicted by PPNOB, where the gentlemen planned housing and settlements on the foam of the sea, the opposite all the conventions we have ratified, as well as tendencies in the modern world. Gentlemen who sit in the Government, listen to the appeal of the majority, everyone, absolutely everyone is against this Bill, withdraw the law from the procedure. Also, I want to appeal to all MPs in the Parliament of Montenegro, especially those in minority parties, do not allow the adoption of the tycoon law. Do not allow local self-governments to shut down, do not allow everything to be decided in one place, do not allow fundamental rights and freedoms to be violated, do not allow yourself to participate in the final cup of Montenegro. We are on the way out of the transition, we have few resources left, what is left guarantees the future of our children and anyone who takes that future away from them is the biggest traitor and opponent of Montenegro. "Resist everyone!", said Krapović.
Kordić: DPS wants to sell the most attractive locations for nothing
Nenad Kordić, the representative of the DF, acting director of the Budva Spatial Planning Agency, assessed that this law should be seen as the intention of the DPS authorities to unimpededly sell the most attractive localities of our country - Kraljičina plaža, Miločerski park, Jaz, Buljarica, locations in the Bay of Kotor.
"We are determined to oppose the adoption of this law. After a farcical public discussion, the law should now be adopted by an obedient parliamentary majority in an unprecedented manner, and without a deeper analysis by the expert public, the remaining attractive space in Montenegro is served on a platter to "strategic investors", he said. said Kordić and stated that the Government bears full responsibility for the chaotic situation in the area in the area of planning.
Đurašković: We will be slaves on our land
The president of the Budva Demos, Lucija Đurašković, emphasized that "if this top-ranked, insidiously designed law is adopted, exceptional manipulative abilities for corruption will grow at the expense of the municipalities, further filling the pockets of the powerful, as well as the continuation of the sale of the most valuable resources".
"The immutability of the DPS regime once again gives an opportunity to legalize the theft of the most valuable resources, alienate and sell off the rest of the state. They took Sveti Stefan from us, they will destroy Miločer, they are already taking the most beautiful beaches, islands, they will take away our ports, the airport, the salt pan, Valdanos and Buljarica all at once one side, Boku on the other. We will be slaves on our land. Therefore, by all means, we must not allow the reimposition of centralization and the reduction of municipalities to local communities. We must not allow the voice of the people and the professional public not to be heard. We must say stop to the robbers," said Đurašković
Jelušić: Representatives of minority nations should not be enemies of Montenegro
Božena Jelušić, president of the Budva Civic Movement URA, said that never in the history of this country has a law been passed in a more arrogant manner.
"We only know that it was not written by Shakespeare" and that "it doesn't matter what the name is, it can be Mitar or just M" and no minister has ever showered citizens and the professional public with major insults. And so that I would not accidentally fall into politics, as the minister thinks to those who criticize the Law, I spent the whole morning on the Draft and the Proposal, with expert architects, who explained to me exactly what was changed after the simulated public hearing. Of the hundreds of objections that were allegedly adopted, the largest part is for corrections, definitions or replacement of terms, etc. in about fifteen places. Like a cat around a hot mess, the unknown compiler(s) did not even touch the essential problem - the complete centralization of the system. Now MORT makes a decision in the plan, works on the plan, appoints auditors, implements the plan, and does not answer to anyone. That is why this The law as a whole buries the hope that the area of Montenegro can be better planned and valorized and preserved for future generations," said Jelušić.
According to her, the process of drafting and amending was not transparent, and at the same time over 50 by-laws were delivered to the municipalities.
"If it is known that some of them have up to 60 pages, this is sufficient evidence of the quality of the Law, its confusion and the essential danger for the territory of Montenegro. The multitude of "holes" in the Law are ready for "creative filling", of course also those from one and a single center of power. Critics are discouraged. For example, if an institution criticizes the plan, it should draw it up in 60 days, so let them criticize. That possibility, however, is not given to the municipalities. It is impossible to enumerate examples in a short period of time in which prevents decentralization and the right of citizens to local self-government. It is quite certain that such a law cannot survive in front of any credible institution, starting with the Constitutional Court. That is why it has its own transition period of 12 months. During that period, regulations must be passed, and until then the existing one will be applied. Chaos in spatial planning will be complete," Jelušić stressed.
She added that this is where, fortunately for "strategic investors", the already existing institute of "acquired right" comes into play.
"This means that if a location had a plan of use, at any time, it can be considered as mandatory. Thus, all permits granted on the basis of this freakish law will remain and no one can revoke them. The transition period is quite enough time for taking over the remaining attractive space - either on the coast or in the national parks. However, the majority in the Assembly is narrow, because the Main Committee of the Liberal Party asked its representative not to vote for this Law. We now also call on the representatives of minority nations not to be enemies of Montenegro , but to preserve it together for us and for our children," said Jelušić.
Rađenović: Thieves, bandits should leave the political scene of Montenegro forever
The vice-president of the Budva SNP, Krsto Rađenović, said that the DPS led by Milo Đukanović ravaged Budva.
"They stole our land, now our fathers and urban plans. I invite you all to join us at the big protest that we, the citizens of Sveti Stefan, are organizing in Miločerski Park, to oppose the thieves, bandits and swindlers of Montenegro and once and for all get off the the political scene of Montenegro", said Rađenović.
Radović: Sveto is not the head of OKG, but someone else
The representative of Budva Democrats Krsto-Kiko Radović said that this law is clear proof "that Sveto Marović is not the head of an organized criminal group, but that the heads are somewhere else.
He asked who is responsible for excluding the local population and local administration in issues such as Buljarica, Kraljičina plaža, Jaz, Miločer...
"It corresponds to the same people who sent our relatives, godfathers and fathers to Konavle.
