Ministry of Health: Šćekić dismissed Komar due to numerous irregularities in his work

Health Minister Dragoslav Šćekić dismissed the director of the Herceg Novi Health Center, Goran Komar, "due to numerous irregularities in his work."

This was announced this morning by the Ministry of Health.

It is also stated that Aleksa Đekić, a law graduate, was appointed to the position of acting director of the Herceg Novi Health Center until the election of a new director.

Komar told "Vijesta" yesterday that Đekić is a communal policeman.

Komar claims that he was dismissed by the Socialist People's Party (SNP), with a formal explanation from the Minister of Health that the institution made mistakes when concluding the contract on additional work.

On the occasion of Komar's dismissal, the Ministry of Health did not respond to the "News" questions yesterday, and this morning they issued a statement.

"Previously, the Ministry of Health established the Commission for the Control of the Work of Health Institutions founded by the State, with the task of controlling the work and functioning of the mentioned health institutions. The Commission, in accordance with the Plan and Program of Regular Controls of the Work of Health Institutions founded by the State, carried out work control in the health institution Dom zdravlja Herceg Novi, and the subject of control is the functioning of the health institution from the legal, economic and medical aspects," the Ministry of Health announced.

They add that, in addition, the reason for the control at the Hercegnov Health Center was "frequent complaints from patients and evident problems in the organizational sense, which was reflected in poor cooperation within the management itself".

"In the Commission's report, and based on the submitted documentation, it was determined that the director did not comply with regulations and general acts. The Commission determined that the director, contrary to the Law on Salaries of Employees in the Public Sector, paid fees to the members of the Health Care Quality Control Committee of the Health Center , as well as that he did not establish the Commission for the Prevention of Nosocomial Infections, which is prescribed by the Law on the Protection of the Population from Infectious Diseases and the Rulebook on the Method and Procedure of Implementing Measures for the Prevention and Control of Nosocomial Infections".

The announcement also states that the Herceg Novi Health Center does not have an educated Ethics Committee, that the director did not adopt the Rulebook on solving the housing needs of employees, the Rulebook on archival operations and the Decision on business and professional secrecy.

"The Commission of the Ministry of Health also determined that certain decisions on the introduction of overtime work were made contrary to the provisions of the Labor Law, as well as that a certain number of concluded contracts on additional work are also not in accordance with this and the Law on Health Care, as well as the provisions of the Rulebook on closer conditions for the performance of additional work by health workers and health associates. In addition, the director concluded work contracts for the performance of tasks that are in the description of systematized positions, even despite the warning of the secretary of the institution, which is contrary to the provisions of the Labor Law and the Rulebook on organization and systematization of workplaces According to the above, it was undisputedly established that the appointee did not act in accordance with the law, that is, that he did not comply with regulations and general acts when performing the duties of the director of a health institution, which is why the conditions for his dismissal in accordance with the Law on Health protection", concludes the announcement of the Ministry of Health.
