The coalition list "Tivat action and voter group Goran Božović - honorable and responsible for a better Tivat" (TA-GB) strongly protested today the decision, as they stated, "part of the management of the Municipality of Tivat" to pay all municipal officials a double variable in the total an amount in the amount of one average salary.
On December 23, the President of the Municipality Željko Komnenović (The People Wins) passed the "Decision on the payment of the variable part of the salary to employees in the Municipality of Tivat for the year 2022", which defined that all employees in the local government of that city will be paid a variable in the amount of half the average salary in Montenegro for the last two quarters of this year, which means that all civil servants will receive another - 13th salary in addition to their regular salary for the month of December - in the amount of the average salary in Montenegro.
According to the latest Monstat data, the average salary in Montenegro in October was 720 euros. In the explanation of this decision, Komnenović referred to the legal possibilities for assigning variables to employees in the public sector and local regulations in this regard, which make it possible to reward employees in this way "on the basis of exceptional results and quality of work, as well as a special contribution to the achievement of program goals Municipality, of special contribution to the improvement of the work process, i.e. service, special efficiency in work and increased volume of work".
"Despite the situation and problems faced by the Municipality of Tivat, the employees managed to achieve maximum results with their high-quality work and commitment. Despite the increased volume of work, the employees, with their efficiency and work, contributed to the achievement and improvement of the Municipality's goals, and the work process itself unhindered," writes Komnenović in the explanation of his decision.
From the TA-GB coalition, which after the extraordinary elections held on October 23, together with Komnenović's coalition "Let's seal it", DF, Krtoljski List and Boke Forum, forms the new governing convocation in Tivat, the decision to pay the double variable to all employees in the municipality was assessed are like a "genius plan" of the management of the Municipality of Tivat to pay the so-called thirteenth salary, wanting to play popular managers of a successful high-profit company.
"At the same time, these officials of the Municipality of Tivat forget one 'little thing' - they forget, namely, in which institution they work and what is the nature of that institution. This means that for this occasion they forgot to manage the money of all the citizens of Tivat - money that is collected by taxing those citizens - and that, by those same citizens who tax them, they are given a mandate to conscientiously and responsibly spend common money in the best interest of the entire community. That populist 'New Year's calendar' will cost Tivat citizens around 80 ( eighty) thousand euros, although all employees in the Municipality of Tivat have already been paid winter wages in the amount of 180 euros," stated the TA-GB coalition.
They pointed out that they are not "a priori against the fact that certain officials of the Municipality of Tivat - those who really deserved it with their work, effort and commitment (and there are, unfortunately, few of them) - with an adequate explanation, should be paid a variable amount".
"But we are firmly and unwaveringly against leveling, demagogic moves and the grave injustice that this - grossly unethical - way of paying the variable (and not one, but two) was done to all the citizens of Tivat, as well as to those officials who really deserved that kind of reward. With such an irresponsible way of behaving, part of the leadership of the Municipality of Tivat continued the practice of the previous DPS-SD-HGI local administration using a similar matrix of down-to-earth populist behavior. to remain silent even now when, to our great regret, they are carried out by some with whom we (were) in the coalition and whom we thought had broken with those harmful practices of adulation", said the TA-GB coalition.
They emphasize that their goal is "at least a shade more just and orderly society and a more civilized Tivat" but that "this and similar disappointing moves" are distancing them from it.
"This gesture is all the more devastating because the Decision on the so-called thirteenth salary for officials and employees of the Municipality of Tivat was brought by people who, in the pre-election campaign - both this year and 2020 - were declaratively advocating for a definitive break with such harmful practices. But about that let their voters make the judgment. Ours is to explicitly disassociate ourselves from such and similar practices, which we will fiercely criticize and fight against in the future, if there are any," concluded the TA-GB coalition.
