The Municipality of Tivat said that the variable is a reward for the work and success achieved in the year of the greatest challenges in recent history to the officials of the Municipality of Tivat.
The Municipality of Tivat reacted to the coalition list "Tivat Action and Voter Group Goran Božović - Honorable and Responsible for a Better Tivat" (TA-GB), which ordered that they distance themselves from the distribution of the 13th salary in the Municipality of Tivat.
They said that they hereby reject as unfounded the objection and protest of the above-mentioned coalition on the payment of the variable part of the salary to the officials of the Municipality of Tivat.
"The variable part of the salary is the outcome of the trade union struggle for a better position of employees, and based on commitment, quality of work and special contributions in achieving the set goals of the organization," it is stated in the announcement of the Municipality of Tivat.
The following facts show that, as they say, the past year was one of the most challenging in the recent history of the municipality of Tivat.
"Due to the boycott of the parliament by the political entities DPS-SD-HGI-SDP in 2022, the municipality of Tivat goes to temporary financing for the first time, forced administration is introduced for the first time, the election campaign lasts longer than six months for the first time, while at the state level in during the just-mentioned year of 2022, we have a change of two Governments of Montenegro, while the third Government of Montenegro is to be announced," the statement added.
They say that for all those who are not informed, the consequences of such developments on the socio-political, organizational and financial level are limitations on all grounds.
The scope of the restrictions, which, as they add, are in all areas of work, make servicing the needs of citizens significantly more difficult.
"Finding ways, overcoming legal loopholes, creativity in work, made it possible to somehow mitigate all the harmful consequences of the resulting restrictions. In this sense, despite the above-mentioned obstacles, more than significant results were achieved, which are measured by record performance and in comparison to the previous period. Rewarding those who have overcome all the mentioned obstacles and achieved success is fully in line with the mentioned quote from the introduction of this text, and also represents an incentive for officials to focus even more on achieving good results and not only on a personal level, but also on the level of the results of the Municipality of Tivat in all fields within its jurisdiction," said the Municipality of Tivat.
They add that the statement in the text that all officials received two variables is incorrect.
On the contrary, as they point out, only care was taken to ensure that the payment of the variable part was in accordance with the law and the possibility to pay it, because the said compensation has legal limits on the possibility and number of payments during the year.
"We are also deeply convinced that the above-mentioned text would not have come into being if there had been a legal possibility for the payment of the "Thirteenth salary" in certain collectives, the statement concludes.
