The proposal of the Law on Spatial Planning, which, despite numerous objections from the profession, entered the parliamentary procedure, represents another danger for space, which is the most valuable resource of Montenegro and especially the municipality of Ulcinj, said Džemal Perović and NGO Mogul.
As he said, that NGO joins the mass criticism of the law, which refers to the unprecedented centralization of decision-making and the Government's intention to completely take away from municipalities one of the key levers for the development of local communities.
"We in Ulcinj have experienced firsthand what it looks like when someone else plans the space for us - we have an example of the spatial plan of the Municipality that was "gifted" to us by the Government, and we remember well how the principals behaved when they presented it to us in the crowded hall of the Municipality. " said Perovic.
The people of Ulcinj, he adds, under the conditions of the legal solutions so far, strongly defended Valdanos, Solana, Ada Bojana and organized actions to restore the line of maritime property within reasonable and legal frameworks, and now with the new law the Government will independently make decisions on the entire area, which will "loot to be 'legalized'."
"As citizens, we long ago recognized and unmasked the intention to valorize the most valuable resources in the municipality of Ulcinj in accordance with someone's private interests, not the interests of the citizens. The proof of this is the demolished hotels on the territory of the municipality that the government sold to alleged strategic investors who are behind it. left only wasteland," Perović points out.
As he believes, now the people of Ulcinj are facing a new danger, especially when it comes to Valdanos and Solana, which have not yet been placed under an adequate protection regime, which "remain very sensitive to the intentions of the Government (and those who hide behind the Government) that these valuable resources concrete forever, just so someone can make a quick million."
"As active citizens, we have proven many times that we know how to organize and oppose, when numerous political parties of Albanians who farcically advocated for "special statuses", "bicameral parliaments", "decentralization" will not do so, authentically and dignified presentation, etc.," adds Perović.
Now, he said, they are silent on this, even though numerous decisions of the local assembly, which were specifically related to the protection of the area, oblige them to react.
"Mogul will continue with its activities in the protection of the public interest, preservation of the most valuable resources as a chance for the development of the local community. This time more strongly in the direction of recognizing and unraveling all the actors of the decades-long agony of Ulcinj. Especially 'ours'!" concluded Perović.
