The trend of a large number of employees in the Budva municipal administration being absent from work continued last year, despite the clearly proclaimed position of the management structure that procedures for reviewing the use of sick leave will be initiated.
According to the latest data, which were provided to "Vijesta" from the Secretariat for Local Self-Government, which he manages Darko Celebic, last year more than a quarter of employees were on sick leave for as many as five thousand days.
"Based on submitted reports on temporary incapacity for work - sick leave, out of 349 permanent employees, 97 of them in 17 administrative bodies and services of the Municipality of Budva were absent from work in 2022 on this basis. This is 27,79 percent of the total number of employees, with an average absence of 52 days per absent employee (total number of sick days/number of employees who used sick leave), or 16 days per employee (total number of days on sick leave/total number of employees). The total number of days of absence is 5.066 days", it is stated in the answers of the departmental secretariat.
As they emphasize, due to raising work discipline in the Municipality, new methods of recording absence from work were applied for "preventive action and reduction of official absenteeism".
"More precisely, since March 7 last year in the Municipality of Budva, electronic records of attendance at work have been applied for all employees, in accordance with the Decision on Electronic Records of Attendance at Work, which more closely regulates the way of implementing the system of electronic records of arrivals and departures from work", they state from Secretariat for Local Self-Government.
There were also absences in 2021, and slightly more, because it was the year of the pandemic.
"In 2021, based on submitted reports on temporary incapacity for work - sick leave, out of 316 permanent employees, 95 in 14 administrative bodies and services of the Municipality of Budva were absent from work on this basis, which is 30,7 percent of the total number of employees, with average absence of 58 days per absent employee, i.e. 18 days per employee. The total number of days of absence is 5.386 days," the report of the departmental secretariat states.
In 2021, the Secretariat for Local Self-Government addressed in writing the Health and Sanitary Inspection of the Directorate for Inspection Affairs, in order to carry out an inspection and determine whether the health condition of a certain number of employees requires several months of treatment, i.e. whether doctors and/or a medical committee have been selected. were required that employed persons who, due to health problems, are unable to make instructions to determine the degree of disability for the eventual realization of a disability pension.
The municipality of Budva has held an infamous record for the number of workers who use sick leave for years. More than a quarter of employees in the Municipality of Budva were on sick leave in 2020 - out of 308 full-time employees in the local administration, 82 of them were absent from work that year, which was a total of 5.346 days. This means that in 2020, on average, local government workers were absent for as many as 65 days, more than two months, due to illness. If the total number of employees is taken, it follows that each employee was on sick leave for 17 days last year.
That it was similar in previous years is also confirmed by the fact that in 2019, when there were 316 full-time employees, local government workers were absent for a total of 5.141 days. That year, 88 of them were on sick leave, which is 28 percent of the total number of employees since then, with an average absence of 58 days per absent employee. The situation was no better in 2018, when also a quarter of the employees were on sick leave, and were absent from their workplace for as many as 6.197 days. At that time, out of 331 employees for an indefinite period, 85 used sick leave, i.e. were prevented from working prematurely - an average of 72 days per absent employee, i.e. 19 days per employee.
In 2021, the health and sanitary inspectors of the Directorate for Inspection Affairs fined the doctors in the Budva Health Center who issued sick leave for nine municipal employees, because they found omissions in the medical documentation.
