The Agency for the Prevention of Corruption found that the Minister of Health Dragoslav Šcekić and the current and former president of the Municipality of Budva Milo Bozovic i Marko Carevic violated the Law on Prevention of Corruption.

In the case of the Minister of Health, the Agency established that he did not declare all of his and his wife's income in the property records from 2015 to 2019. The Law on Prevention of Corruption stipulates that a public official is obliged to report accurate income and assets.

The incomes mentioned in the Agency's decision in the case of Šćekić exceed the amount of 10.000 euros. Šćekić said that "it is an oversight, not an intention to hide anything".

The decision states that in 2015 he did not report about 1.000 euros of income, the following year about 4.800, in 2017 it was not quite 3.380 euros, then in 2018 it was 1.180, and in 2019 he did not report the correct income of his wife in the amount of 332 euros.

All these years, he did not even report shares in Crnogorski Telecom. In relation to the undeclared actions, he pointed out that he was of the opinion that they should not be reported, because their value is less than 5.000 euros. A public official is obliged to register shares in the property register, regardless of value.

This is at least the third time that the Agency has found a violation of the Law in the case of Božović and Carević.

"Vijesti" wrote in April that Božović, then a member of the Parliament of Montenegro, had not declared his income and assets for years.

The Law on Prevention of Corruption stipulates that a public official is obliged to submit a regular annual property register at least once a year.

In the decision signed by the Director of the Agency Jelena Perović it is stated that Božović violated the Law because he did not submit the regular annual property certificate for 2021.

The agency invited Božović to an oral hearing, but also to comment on the results of the investigation, which he did not comment on.

Even now, it is not known how Božović's income and assets have changed in the meantime, because the new records are not available in the Agency's registry since the regular property record for 2019.

According to the property record for 2019, the then manager of the Municipality of Budva, in addition to a salary of 946 euros, received 5.000 euros as rent every month, or 60.000 euros for the year. At the end of that year, he had registered savings of 100.000 euros.

According to that record, Božović is the owner of houses of 91 and 140 square meters, of which he received the first property, and acquired the second through construction. He also reported that he is a co-owner of a 33-square-meter apartment that he acquired through purchase.

In the case of Carevic, the Agency found that he also did not report accurate and complete data.

The agency invited Carević to a hearing, but also to comment on the results of the investigation, to which he did not comment.

In the decision of director Perović, it is stated that he did not report about 2019 euros of income for the year 3.450, but also that his wife is the owner of the business company "MMInstitut".

In relation to the year 2020, it is stated that he did not report earnings in the Municipality of Budva for the period January-June in the amount of 9.406 euros, but also income from the capital of the company "Carinvest", which amounted to 142.000 in May, 59.9000 in July, 59.500 in September, and 45.500 in October 84.000, November and December 88 euros each. Also, among other things, he did not report a family residential building of 110 and a living area of 31, garages of 36 and two of XNUMX square meters.

Public officials are obliged to submit regular property records for the previous year to the Agency by the end of March.

A fine of 500 to 2.000 euros is prescribed for those who break the law.
